Best Form Builders in 2026

The short answer

  1. #1 Tally: Notion-style form builder with a very generous free tier. Best for: Small teams and freelancers on a budget.
  2. #2 Paperform: Design-led form, payment and signature platform. Best for: Brand-conscious service businesses.
  3. #3 Fillout: Forms with workflows, PDFs and scheduling, unlimited seats. Best for: Growing teams that outgrow simple forms.

Visibility in this ranking can be paid for. Payment moves a vendor's position within the shortlist; it never adds a vendor, and it never changes a word of the review. The largest vendors in form builders cannot hold places 1 to 3. Places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them; the established names follow from place 4 in their ranked order. How it works: placement disclosure · editorial process.

The 12 tools, reviewed

#1 Tally

Notion-style form builder with a very generous free tier · Belgium · tally.so

Free tier Belgian company Document-style editor

Tally is built like a document: you type a question, press slash, pick a block, and the form exists. The free plan lists payments, signatures, uploads, calculations, duplicate-submission prevention and password protection, which is the feature set other vendors sell by the seat.

  • Pricing: Free + flat monthly. Free tier with unlimited forms and submissions under fair usage. Free plan: free plan.
  • Best for: Small teams and freelancers on a budget
  • Strengths: Unlimited forms and submissions; Payments; Signatures.

Where it falls short

The editor is deliberately plain, so heavy design control stays behind Pro and custom CSS. It is a form tool, not a case system: there is no approval routing, document merge or case queue.

Wrong for

Anyone who needs routed approvals, PDF document generation or a regulated healthcare workflow.

#2 Paperform

Design-led form, payment and signature platform · Australia · paperform.co

Unlimited users Payments and bookings Papersign and Stepper

Paperform's price logic is unusual: forms, fields, views and users are unlimited on every plan, including Free, and the meter is submissions. That suits an agency, clinic or coaching business with many editors and moderate traffic.

  • Pricing: Flat monthly. Free plan capped at 30 submissions per month. Free plan: free plan.
  • Best for: Brand-conscious service businesses
  • Strengths: Unlimited forms, fields and views; Unlimited users on every plan; Payments and calculators.

Where it falls short

The Free plan's 30 submissions a month is a trial allowance, not a working tier. Paid prices were quoted on annual billing, and submission add-ons stack up on busy campaigns.

Wrong for

High-volume survey collectors and research teams that need heavy statistical analysis.

#3 Fillout

Forms with workflows, PDFs and scheduling, unlimited seats · United States · fillout.com

Unlimited seats Workflows and PDFs Scheduling forms

Fillout charges for responses and branding controls, never for seats, which is a clear advantage for a team where ten people touch forms occasionally. The free plan carries unlimited forms, multi-page layouts, payments, scheduling forms, PDF generation, calculations and conditional logic.

  • Pricing: Flat monthly. Free plan at 1,000 responses per month; Starter $15, Pro $40 and Business $75 per month, with unlimited seats on all of them. Free plan: free plan.
  • Best for: Growing teams that outgrow simple forms
  • Strengths: Multi-page forms; Payments; Scheduling forms.

Where it falls short

Key polish items, such as custom domain, partial submissions and analytics, only arrive at the $75 tier.

Wrong for

Regulated buyers who need a long compliance record or on-premises hosting.

#4 Jotform

Broadest form platform, with apps, PDFs and sign · United States · jotform.com

Broadest feature set 200+ integrations HIPAA forms

Jotform's site lists a long run of attached products: Tables for data, Boards for tasks, Sign for contracts, PDF Editor for polished output, Store Builder for selling products, Report Builder for charts and an AI form builder that turns a prompt into a form. Connectors cover Google Sheets, Slack, Stripe, PayPal, Salesforce, HubSpot, Mailchimp and a Zapier route to 3,000+ platforms.

  • Pricing: Tiered plans + enterprise. Free sign-up, then Bronze, Silver, Gold and Enterprise tiers; current figures sit behind a pricing page that did not render for this review. Free plan: free plan.
  • Best for: Teams wanting one tool for everything
  • Strengths: AI Form Builder; Jotform Tables; Jotform Boards.

Where it falls short

Breadth costs clarity: the editor, the many sibling products and tiered limits take time to learn, and I could not read live price figures on the pricing page.

Wrong for

A two-person team with one contact form.

#5 Zoho Forms

Form builder wired into the Zoho business suite · India · zoho.com

Zoho suite native Free plan Payment gateways

Zoho Forms' pitch is that a submission becomes a record in the rest of the suite without middleware: the integration list names CRM, Bigin, Desk, SalesIQ, Campaigns, Sheet, Sign, Projects, Recruit, Flow and more, plus Salesforce, Google Sheets, Excel, Teams and Zapier for outsiders.

  • Pricing: Per user / month. Free plan with 3 forms and 500 submissions a month. Free plan: free plan.
  • Best for: Companies already running Zoho apps
  • Strengths: Zoho CRM and Desk integrations; Stripe, PayPal and Square payments; Custom PDFs.

Where it falls short

Outside the Zoho family the product loses its edge, and the design controls feel utilitarian next to Paperform or Tally.

Wrong for

A team on HubSpot or Salesforce with no Zoho at all.

#6 Typeform

Conversational one-question-at-a-time forms · Spain · typeform.com

Conversational format AI form creation Response-capped plans

Typeform made the single-question screen popular, and respondents still finish its forms more readily than a long grid.

  • Pricing: Per plan + response caps. Free plan. Free plan: free plan.
  • Best for: Marketing teams where completion rate matters
  • Strengths: AI-powered form creation; Conditional logic; Video questions.

Where it falls short

Response caps are tight: 100 a month on Basic is a few campaigns, and the next tier up costs twice as much. Users are limited per plan, which punishes shared ownership.

Wrong for

Back-office intake, multi-section applications or internal request forms.

#7 Google Forms

Google Workspace's built-in form and quiz tool · United States · workspace.google.com

Google Workspace Quizzes Sheets export

Google Forms does the simple things inside a tool an office already has. The product page describes templates, logic that shows questions based on earlier answers, quizzes, brand colors and fonts, live charts of responses and export of raw data to Google Sheets. Respondents signed in to a Google account have progress saved as a draft for 30 days.

  • Pricing: Bundled with Workspace. Part of Google Workspace with no separate form price; a trial of Forms for work is offered. Free plan: free trial.
  • Best for: Teams already on Google Workspace
  • Strengths: Templates; Logic by earlier answers; Quizzes.

Where it falls short

No payments, no PDF output and little design control; forms look like Google Forms. Submissions live in a Google Sheet, which turns into the system of record almost by accident, with no approval or audit process around it.

Wrong for

Anyone who needs payments, branded landing-style forms or signature capture.

#8 Formbricks

Open-source surveys and forms with EU hosting · Germany · formbricks.com

Open source Hosted in Frankfurt In-app surveys

Formbricks is open source, with a cloud edition hosted in Frankfurt and a self-hosted route for teams that cannot let respondent data leave their infrastructure.

  • Pricing: Open source + paid tiers. Cloud Hobby plan free at 250 responses a month; Pro $74 and Scale $325 per month; self-hosting is available. Free plan: open source.
  • Best for: Product teams, EU data residency
  • Strengths: Link-based surveys; In-product surveys; Hidden fields.

Where it falls short

The price per response is high compared with form tools, and the Pro tier jumps sharply from the free one. It is built for product feedback, so payments, scheduling and PDF output are not the focus.

Wrong for

Marketing teams collecting leads or payments at volume.

Visit Formbricks →

#9 Microsoft Forms

Microsoft 365's built-in survey, quiz and poll tool · United States · forms.microsoft.com

Microsoft 365 Quizzes Excel export

Microsoft Forms is where many companies already are: sign in with a work, school or Microsoft account, build a survey, quiz or poll, and view responses in the browser or in Excel. Support pages describe themes, pictures on questions, sections and branching logic, and Microsoft points to Dynamics 365 Customer Voice for more advanced branding, question types and analysis.

  • Pricing: Bundled with Microsoft 365. Included with Microsoft 365 organization, school and personal accounts; no separate Forms price. Free plan: none.
  • Best for: Organizations running Microsoft 365
  • Strengths: Surveys, quizzes and polls; Branching logic; Themes.

Where it falls short

Little customisation, no payments and no landing-page look; anything public-facing feels like a Microsoft form. Advanced needs push you to a separate product, Dynamics 365 Customer Voice.

Wrong for

Customer-facing lead capture, bookings or orders.

#10 123FormBuilder

Established form builder with Salesforce integration · Romania · 123formbuilder.com

Romanian company Free plan Salesforce link

123FormBuilder dates to 2008 and calls Timisoara its home, which counts for buyers who want an EU-incorporated vendor under a Romanian S.R.L. The site lists Salesforce, Wix, Shopify, Stripe, Square, PayPal and Dropbox integrations, templates for registrations, orders, consent and incident reports, and role pages for nonprofits, education and healthcare.

  • Pricing: Tiered plans. Free plan limited to 1 form and 10 fields. Free plan: free plan.
  • Best for: Salesforce admins and EU buyers
  • Strengths: Templates by use case; Payments; Salesforce integration.

Where it falls short

The free plan was cut back in an April change, and customers had to be migrated between tiers, so plan stability is a fair question.

Wrong for

A buyer who wants a heavily branded, modern look or a roomy free tier.

#11 Formsite

Long-running form builder priced by form count · United States · formsite.com

Form-count tiers Results as PDF Workflows

Formsite sells by the number of forms and stored results, not by seats or responses. Personal gives 5 forms and 500 results per form at $21 a month on yearly billing; Professional gives 10 forms and 1,000 results and drops the Formsite trailer; Business gives 25 forms, 2,500 results, one sub-user, PDF results and unlimited workflows.

  • Pricing: Tiered by form count. 14-day Professional trial; Personal $21, Professional $34, Business $59, Business+ $84 and Enterprise $209 per month on yearly billing. Free plan: free trial.
  • Best for: Offices needing results stored and PDF output
  • Strengths: Registration and order forms; Stored results; PDF results.

Where it falls short

The ladder is steep: cost climbs fast with the form count and result limits per form, and a second user is a paid extra. No free plan exists beyond a 14-day trial.

Wrong for

Startups and agencies with many forms or many collaborators.

#12 Formstack

Forms, documents and e-signature suite for operations · United States · formstack.com

Document generation e-signature Salesforce native

Formstack positions itself as forms plus documents plus signatures.

  • Pricing: Per plan, annual discount. Forms from $83 per month billed annually ($99 monthly) for 1 builder user and 25 forms. Free plan: free trial.
  • Best for: Regulated or Salesforce-centred organizations
  • Strengths: Forms with 1,000 submissions per form; Document generation; Unlimited eSignatures.

Where it falls short

The entry price is several times that of Tally or Fillout, and builder seats are counted. Submissions per form are limited.

Wrong for

Small teams that need three forms and a contact page.

Visit Formstack →

What this category is

A form builder is software for creating web forms and collecting the answers without writing code. It supplies question types, conditional logic, file upload, payment fields and notifications, publishes the form as a link or embed, stores each submission, and passes the data to a spreadsheet, CRM or workflow.

How we ranked these

Five tests, applied to every product. The order is not the tests alone: places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them, and the established names follow from place 4 in their ranked order.

  • Setup: How fast a form goes live and who can edit it.
  • The real price: Seats, responses and branding.
  • Getting your data out: Exports, sheets and portability.
  • Independence from the vendor: Ownership, hosting and region.
  • Who it's for: The buyer each tool fits.

What the data says about this market

The twelve products here split cleanly in two groups: general form builders and tools whose real business is something else. Google Forms and Microsoft Forms are features of productivity suites, Formstack sells documents and signatures, Zoho Forms exists to feed the Zoho suite, and Formbricks is first a product-feedback platform. Six of the twelve vendors are US-based (Jotform, Fillout, Formsite, Formstack, Google, Microsoft), four are European (Tally in Belgium, Typeform in Spain, Formbricks in Germany, 123FormBuilder in Romania), and the remaining two are in Australia and India. Pricing has moved away from per-seat charging among the newer entrants.

How to choose

  1. List the jobs the forms must do. Write down every form you run or plan to run and mark what happens after submit: a row in a sheet, a record in a CRM, a payment, a booking, a signed document, an approval.
  2. Price the busy month, not the average one. Take your highest-traffic month and the number of people who will edit, and read each tool's cap against it.
  3. Test one real form end to end. Rebuild your most complicated live form in the top two or three candidates, including the payment or file upload, conditional logic, the confirmation email and the hand-off to your CRM or sheet.

Questions and answers

What is the best form builder in 2026?

Tally ranks first of 12, best for small teams and freelancers on a budget. Paperform is second (brand-conscious service businesses) and Fillout third (growing teams that outgrow simple forms). Places 1 to 3 go to challengers, vendors outside the best-known brands, wherever the category has them.

Is there a good free form builder with unlimited submissions?

Tally states unlimited forms and submissions on its free tier under fair usage, including payments and file uploads. Fillout Free allows 1,000 responses a month and unlimited seats.

How is Typeform different from a standard form builder?

Typeform shows one question per screen and focuses on completion rates, which suits lead qualification and short surveys.

Can a form builder take payments?

Yes, but not all of them. Tally, Paperform, Fillout and Zoho Forms list payment collection on their plans, Jotform connects Stripe and PayPal, and Formsite and 123FormBuilder offer payment integrations on their paid tiers.

Do I need Google Forms or Microsoft Forms if I already have the suite?

For internal surveys, training quizzes and simple requests, the bundled tool is enough and adds no cost. Public forms are different: both lack payments, deep branding and landing-page layout.

Which form builders can I host in Europe?

Formbricks lists hosting in Frankfurt on its cloud plan and also offers self-hosting. Tally is a Belgian company, Typeform is registered in Barcelona and 123FormBuilder in Romania.

How do response caps work, and when do they bite?

A cap counts submissions or responses per month, and the exceeding behavior differs by vendor. Typeform Basic includes 100, Fillout Free 1,000, Formbricks Hobby 250 and Pro 2,000. Paperform sells blocks of extra submissions as add-ons.

What is the cheapest way to get a form with custom branding?

Tally charges 20 euros a month on Pro to remove its branding and add a custom domain. Fillout removes branding at its $40 Pro tier, and Paperform at $49 a month on annual billing for Pro.

How do I move forms from one builder to another?

Forms rarely export in a form that another tool can import, so plan to rebuild the structure by hand and move the data separately.

Is an open-source form builder worth considering?

It is worth it when data location is a hard requirement or when you want to hold the database. Formbricks is open source with a Frankfurt-hosted cloud and a self-host route.

When should I choose a document and signature suite over a plain form builder?

Choose a suite when a submission must produce a signed or merged document, pass an approval, or sync with Salesforce. Formstack bundles forms, document generation and eSignatures, Paperform includes Papersign, and Jotform has Sign and a PDF editor.
