Best QR Code Generator Software in 2026

The short answer

  1. #1 Unitag: French QR code platform with GS1 Digital Link. Best for: European brands with packaging and GDPR needs.
  2. #2 QR Planet: Austrian QR code management platform with white-label plan. Best for: Small teams wanting EU contracting and no ads.
  3. #3 Hovercode: QR codes and short links with public tier pricing. Best for: Small teams that want transparent monthly tiers.

Visibility in this ranking can be paid for. Payment gives a vendor more visibility, higher up on the review pages; it never adds a vendor, and it never changes a word of the review. The largest vendors in QR code generator software cannot hold places 1 to 3. Places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them; the established names follow from place 4 in their ranked order. How it works: placement disclosure · editorial process.

The 11 tools, reviewed

#1 Unitag

French QR code platform with GS1 Digital Link · France · unitag.io

French company EU-hosted GS1 Digital Link

Unitag answers the procurement questions first. Its terms say it is a simplified joint-stock company registered in Toulouse with a stated share capital, its homepage states EU hosting and GDPR compliance, and its pricing page lists unlimited codes and scans with no per-scan fees on every plan. Tiers add team members and dynamic-code counts, and a separate GS1 track covers serialized codes with a conformant resolver.

  • Pricing: Per plan / month. Plans from 19 pounds a month (Silver, Gold, Platinum, Diamond), GS1 and API tiers from 12 pounds a month, partner pricing on request; prices show in pounds, euros or dollars. Free plan: free plan.
  • Best for: European brands with packaging and GDPR needs
  • Strengths: Dynamic QR codes; Unlimited scans; GS1 Digital Link resolver.

Where it falls short

The free generator's codes stop working after 100 scans, so a free code is a trial, not a deliverable. High-resolution vector files start at the Silver plan, and the free PNG is 300 pixels.

Wrong for

A café that needs one permanent code should use a static code from QRCode Monkey or QRStuff.

#2 QR Planet

Austrian QR code management platform with white-label plan · Austria · qrplanet.com

Austrian company No scan ads White label

QR Planet publishes an imprint with a Vienna address, company register number and managing director, and it says plainly that no popup ads appear when a code is scanned. The plan table lists 1, 5, 100 and 250 codes across Free, Starter, Premium and White Label, with scans unlimited on paid tiers and a lifetime expiry on all of them.

  • Pricing: Per plan / month. Free plan with 1 code and 50 scans a day. Free plan: free plan.
  • Best for: Small teams wanting EU contracting and no ads
  • Strengths: Dynamic QR codes; Custom subdomain; Digital business cards.

Where it falls short

The free plan caps scans at 50 a day and offers a single code. Exact prices for Starter and Premium did not render on the static page we read, so only the 5 euro entry is confirmed.

Wrong for

A brand needing consumer CRM capture and personalization at scale should evaluate Flowcode.

#3 Hovercode

QR codes and short links with public tier pricing · United Kingdom · hovercode.com

UK company Public pricing GS1 Digital Link

Hovercode shows what a buyer is paying for in one table: 3 dynamic codes free, 100 on Pro, 600 a month on Business and 2,000 a month on Business Plus, each with unlimited scans, a form builder and GS1 Digital Link codes. Pro includes one custom domain, Business ten and Business Plus fifty, and it says outright that it does not run ads on scans.

  • Pricing: Per plan / month. Free forever with 3 dynamic codes; Pro 11 euros, Business 37 euros and Business Plus 93 euros a month, with 2 months free on annual billing. Free plan: free plan.
  • Best for: Small teams that want transparent monthly tiers
  • Strengths: Dynamic QR codes; Short links; Multi-link pages.

Where it falls short

The free plan allows 3 codes in total and keeps only 3 months of analytics. The Pro tier lacks team seats and bulk creation, which begin on Business at 37 euros.

Wrong for

A company that needs invoicing through a sales team and an SSO contract should look at Uniqode or Bitly.

#4 QRStuff

Veteran generator with free static and paid dynamic codes · Isle of Man · qrstuff.com

Since 2007 Free static codes Isle of Man

QRStuff was launched in 2007 and still lets anyone create a static code without registering. Its pricing page compares Free, Lite and Full tiers on one table: PNG-only downloads on Free, dynamic codes and basic analytics from Lite at 10 dollars, and advanced analytics, 500-code batches, team members and API access on Full from 25 dollars.

  • Pricing: Per plan / month. Free for static codes; Lite from 10 dollars a month and Full or Team from 25 dollars a month; PayPal and cards accepted, nonprofit discounts on request. Free plan: free plan.
  • Best for: Small businesses starting with free static codes
  • Strengths: Static QR codes; Dynamic QR codes; Scan analytics.

Where it falls short

Free downloads are PNG only, so print-ready vector files need a paid plan. Team members, projects and API access exist only on the Full tier.

Wrong for

Enterprises that need SSO, a named account team and white-label landing pages should look at Uniqode or Flowcode.

#5 QRCode Monkey

Free static QR code designer with logo support · Germany · qrcode-monkey.com

Free static codes German GmbH Logo support

QRCode Monkey is where many printers and designers go for a static code with a logo. The page offers URL, text, email, SMS, vCard, MeCard, location, Wi-Fi and file-style types, color gradients, custom eye shapes and downloads as PNG, SVG, PDF and EPS. Gradients are not supported in PDF and EPS. The imprint names QRCode Monkey GmbH in Berlin.

  • Pricing: Free + upsell. The static generator is free; scan statistics and editing are sold through its sister QR Code Generator Pro and Bitly products advertised on the page. Free plan: free plan.
  • Best for: One-off static codes with custom design
  • Strengths: Static QR codes; Logo upload up to 2 MB; Color gradients.

Where it falls short

It is not a management platform: no dashboard, no editing and no scan history in the free tool. The page carries ads, including promotions for Bitly and QR Code Generator Pro.

Wrong for

A team that must change destinations or report on scans needs a dynamic platform such as QR Planet or Hovercode.

#6 QR Code Generator Pro

Paid dynamic QR code platform run by Bitly Europe · Germany · qr-code-generator.com

Bitly Europe 14-day trial 22 code types

QR Code Generator Pro is the product behind many of the free tools that link to it, and its legal notice names Bitly Europe GmbH of Berlin, with a court registration number.

  • Pricing: Per plan / month. 14-day free trial without a card; Starter, Advanced and Professional tiers with 2, 50 and 250 dynamic codes, billed annually except Starter; Enterprise on request. Free plan: free trial.
  • Best for: Individuals and teams wanting a familiar tool
  • Strengths: Dynamic QR codes; 22 QR code types; Unlimited scans.

Where it falls short

Euro prices appeared only as dashes on the page we could fetch, so we cannot state a number. Starter allows just 2 dynamic codes.

Wrong for

A buyer who wants a vendor independent of Bitly should read Unitag or QR Planet.

#7 Uniqode

QR code and digital business card platform for teams · United States · uniqode.com

Annual billing only Business cards Invoicing

Uniqode's terms name Uniqode Phygital, Inc. at an address on Fifth Avenue, New York, and its pricing FAQ is unusually direct. Static codes are free with no limit, dynamic codes start at 9 dollars a month, plans are annual only, there is a 30-day money-back guarantee, and invoice billing sits on Business+.

  • Pricing: Per plan / month. Free static codes; dynamic codes from 9 dollars a month and a Core plan at 49 dollars a month, annual billing only in dollars; Business+ by quote; 14-day free trial. Free plan: free trial.
  • Best for: US-centric teams needing invoicing and SSO
  • Strengths: Dynamic QR codes; Unlimited static codes; Digital business cards.

Where it falls short

Everything is in dollars and on annual contracts, with no monthly option. A custom domain on the Plus plan is a 2,000 dollar a year add-on per domain.

Wrong for

A European team that needs euro billing or an EU contracting entity should look at Unitag or QR Planet.

#8 QR Tiger

Singapore-run generator with 25 code types · Singapore · qrcode-tiger.com

Singapore company 25 code types GS1 Digital Link

QR Tiger launched in 2018 and says it manages 25 code types from one dashboard, including file, vCard, link page, menu, Google Form and GS1 Digital Link codes. Its terms identify QRTIGER PTE. LTD., a company registered in Singapore, and its privacy policy cites Singapore law. Its homepage says dynamic codes carry no scan limit or expiry and that infrastructure runs on Amazon AWS.

  • Pricing: Subscription. Pricing page not found on the vendor site as of 27 October 2026; paid terms are monthly, quarterly, half-yearly or annual per its terms, with a free trial account. Free plan: free trial.
  • Best for: Teams wanting many code types and GS1
  • Strengths: Dynamic QR codes; 25 QR code types; GS1 Digital Link code.

Where it falls short

We could not load any pricing page, so the cost of a plan is unverified. Terms state that on termination data is deleted within 30 days and that securing it beforehand is the customer's responsibility.

Wrong for

A buyer who needs prices before a demo should compare Hovercode or QRStuff.

#9 ME-QR

Free QR codes with ads, paid plans remove them · United Arab Emirates · me-qr.com

Ads on free tier UAE company Unlimited scans

ME-QR gives away the most on its free plan: 10,000 created codes, unlimited scans and unlimited code lifetime, with tracking, folders and multi-user access listed as unlimited. Its about page is direct about the cost, saying the only limitation is advertising shown to the people scanning, and that Premium plans remove ads.

  • Pricing: Per plan / month. Free forever plan with 10,000 created codes and ads shown to scanners. Free plan: free plan.
  • Best for: Individuals who accept ads on scanned codes
  • Strengths: Dynamic QR codes; Unlimited scans; Trackable codes.

Where it falls short

Advertising appears on the scan page of free codes, which is a branding risk on printed packaging or a restaurant menu. The prices for Lite and Premium were not rendered on the page we fetched.

Wrong for

Any brand that cannot let a third party show ads on its customer touchpoint should buy a plan or use a static code.

Visit ME-QR →

#10 Flowcode

Enterprise QR conversion platform with CRM capture · United States · flowcode.com

Enterprise brands CRM integrations Quote pricing

Flowcode is built for brands that want first-party customer data from packaging and retail placements, with landing pages, forms, FlowID capture and CRM and CDP integrations. Its pricing page splits Flowcode 1 for individuals from Flowcode 2 for enterprise, lists a free plan with 2 codes, Pro Plus at 25 dollars a month billed annually, and a Growth tier at 250 dollars annual only.

  • Pricing: Quote only. Flowcode 1 plans: Free 0 dollars for 2 codes, Pro Plus 25 dollars a month billed annually for 50 codes. Free plan: free plan.
  • Best for: Consumer brands running on-pack campaigns
  • Strengths: Dynamic QR codes; Mobile landing pages; Forms.

Where it falls short

The enterprise product runs on a demo-first flow with usage-based and custom pricing, so budgeting needs a call. Flowcode 1 plans are small: 2 codes free, 50 on Pro Plus, and 500 scans of analytics on the free plan.

Wrong for

A small business that needs a few editable codes should pick Hovercode or QR Planet.

Visit Flowcode →

#11 Bitly

Link management platform with QR code generator · United States · bitly.com

Market incumbent Link and QR combined Enterprise SSO

Bitly sells QR codes as one part of a link, page and analytics suite, which matters to a team that already runs its short links there.

  • Pricing: Per workspace / month. Free with 2 QR codes a month; Core 10 dollars, Growth 29 dollars and Premium 199 dollars a month billed annually; Enterprise by quote. Free plan: free plan.
  • Best for: Existing Bitly link customers adding QR codes
  • Strengths: Dynamic QR codes; Branded links; Landing pages.

Where it falls short

QR quotas are monthly and small, 5 on Core and 10 on Growth, and the jump to Premium is steep. A year of scan history requires the 199 dollar tier. Pricing is in dollars, and bulk creation starts at Growth.

Wrong for

A team printing hundreds of codes should look at Hovercode or QR Planet.

What this category is

QR code generator software creates two-dimensional barcodes that a phone camera reads as a link, contact card, file or payment request. Free tools produce static codes with the data baked in.

How we ranked these

Five tests, applied to every product. The order is not the tests alone: places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them, and the established names follow from place 4 in their ranked order.

  • Setup: A code in a minute, a campaign in a week.
  • The real price: Codes, not scans, are what you pay for.
  • Getting your data out: Files, scan logs and what survives cancellation.
  • Independence from the vendor: Whose server answers the scan.
  • Who it's for: A menu card, a packaging line or a global brand.

What the data says about this market

The eleven vendors ranked here split cleanly by geography. Six are based in Europe: Unitag in France, QR Planet in Austria, Hovercode in the United Kingdom, QRStuff on the Isle of Man, and QRCode Monkey and QR Code Generator Pro in Germany. Three are American (Uniqode, Flowcode and Bitly), one is in Singapore (QRTiger) and one is in the United Arab Emirates (ME-QR). A buyer with GDPR procurement rules therefore has real choice, which is unusual in a software category where the best-known names are usually American.

How to choose

  1. Decide whether you need dynamic codes at all. List every code you will print in the next two years and mark the ones whose destination might change.
  2. Read the cancellation and domain terms before printing. Open each shortlisted vendor's terms and find three answers: what happens to a dynamic code when the subscription ends, whether a custom domain is included at your tier or sold as an add-on, and where the redirect server runs.
  3. Run a print test and keep a code register. Before the print run, generate the code in the vendor's trial, export a vector file, print it at the smallest size you will use, and scan it with three phones, including an old one.

Questions and answers

What is the best QR code generator software in 2026?

Unitag ranks first of 11, best for european brands with packaging and GDPR needs. QR Planet is second (small teams wanting EU contracting and no ads) and Hovercode third (small teams that want transparent monthly tiers). Places 1 to 3 go to challengers, vendors outside the best-known brands, wherever the category has them.

What is the difference between a static and a dynamic QR code?

A static code stores the destination inside the pattern, so it never expires and the vendor is not involved after you download it, but you cannot edit it or measure scans.

Do QR codes expire?

Static codes do not, because nothing sits behind them. Dynamic codes last as long as the vendor keeps the redirect running.

Is a free QR code generator safe for business use?

For static codes, yes, since the generator is out of the loop once you download the file. QRCode Monkey states its static codes are free, and QRStuff says static codes never expire. The risk is with free dynamic codes.

Can I put a QR code on my own domain?

On most plans, yes, but the tier matters. Hovercode includes one custom domain on its Pro plan at 11 euros a month. Bitly lists a complimentary custom domain on Growth at 29 dollars a month.

Which QR code generator is best for packaging and GS1?

Unitag and Hovercode both describe GS1 Digital Link generators, and Unitag adds a Digital Product Passport resolver and per-GTIN analytics on its GS1 and API plans from 12 pounds a month.

How many scans can a QR code get before I have to pay more?

Most vendors here sell by code count rather than scans. Hovercode, QR Planet and Unitag all state unlimited scans on paid plans, and Bitly states unlimited clicks and scans on every plan, including the free one.

Do QR code generators comply with GDPR?

Scan analytics record device, time and approximate place, so the vendor is a processor of your visitors' data.

What file formats should I download for print?

Ask for a vector format, SVG, EPS or PDF, so a printer can scale the code without blur. QRCode Monkey offers PNG, SVG, PDF and EPS from its free generator.

Can I create hundreds of QR codes at once?

Yes, on plans with bulk creation. QRStuff's Lite plan allows 50 codes per batch and the Full plan 500. QR Code Generator Pro lists bulk creation of 100 codes on its Advanced tier and 500 on Professional.

Should I pay for scan analytics on QR codes?

Only if someone reads them. A scan count shows interest, but it does not show sales unless the destination carries a campaign tag, so look for UTM support or a webhook into your analytics tool.
