Two statistical offices, on purpose. The World Bank publishes the same indicator across every world region, which is the only way to put North America, Europe and Asia on one scale. Eurostat publishes enterprise-level detail on which specific software categories European businesses actually pay to use, at a depth no global office matches. Every figure below says which of the two it came from.
