The 11 tools, reviewed
#1 Respond.io
Customer conversation platform for mid-market B2C teams · Malaysia · respond.io
Multi-channel inbox Contact-based pricing Workflow automation
Respond.io earns first place because its pricing and its architecture both stay out of the buyer's way. The vendor describes itself as a Meta Premier Partner and WhatsApp Business Solution Provider that charges no setup fee and no margin on Meta's fees, and it bills by monthly active contact instead of by chat, so a busy week does not inflate the invoice.
- Pricing: Per month, by active contact and seat. Starter is $79 per month billed yearly ($99 monthly) with five users; Growth is $159 and Advanced $279 per month on yearly billing. Free plan: free trial.
- Best for: Mid-sized B2C sales and support teams
- Strengths: Shared team inbox; Workflows and routing; AI agents.
Where it falls short
Starter has no AI agents, and the automation that makes the platform worth its price starts at the $159 Growth tier. Extra users cost $12 to $24 each per month, so a big support team adds up.
Wrong for
A solo founder or a very small shop that only needs a basic inbox, or a company that messages hundreds of thousands of contacts monthly.

#2 WATI
WhatsApp team inbox, campaigns and chatbots · Hong Kong · wati.io
Team inbox Campaigns No-code chatbots
WATI is a good second pick because a small team can read its pricing page and know the monthly figure within minutes. The three tiers are published in euros, the plan names what is included, and the WhatsApp setup carries no fee. The product covers the usual work well: a shared inbox, broadcasts, a no-code chatbot builder, abandoned-cart messages for Shopify and click-to-WhatsApp ads.
- Pricing: Per user / month plus message fees. Growth is EUR 59 per month on annual billing with three users; Pro is EUR 119 with five users and EUR 39 per extra user; Business is quoted. Free plan: free trial.
- Best for: Small teams that live in WhatsApp
- Strengths: Team inbox; Broadcast campaigns; No-code chatbots.
Where it falls short
Message fees are charged from WATI's own rate card and sit on top of the subscription. Growth limits broadcasts to 15,000 a month, offers no webhooks and only 10,000 API calls, and Pro allows limited webhooks. The Astra AI agents are priced separately.
Wrong for
A developer team that wants to drive WhatsApp from its own code, or a company with a large support desk where per-seat fees become the main cost. Consider Respond.io or 360dialog.

#3 SleekFlow
Omnichannel inbox with AI agents and flow builder · Hong Kong · sleekflow.io
Omnichannel inbox AI agents Flow builder
SleekFlow suits a company that wants WhatsApp to sit beside email, calls and other chat apps without buying separate tools. Its pricing page lists three published tiers plus Enterprise, and the Pro tier is where AI agents, the broadcast tool, the flow builder and API access arrive, with ten users and ten channels included.
- Pricing: Per month plus contacts and users. Essential is $49 per month, Pro $109 and Premium $279 on annual billing, each with a starting number of monthly active contacts. Free plan: free trial.
- Best for: Asia-facing teams selling over several channels
- Strengths: Omnichannel inbox; AI agents; Flow Builder.
Where it falls short
Contacts and users are metered: extra contacts cost $20 per 100 monthly active contacts and extra seats $15 to $29. Hosting and per-message charges for the WhatsApp API are separate from the plan, and the page says Essential is being rolled out country by country.
Wrong for
A company that wants to take full conversation history out on a mid-tier plan, or a buyer in a country where Essential is not yet offered.

#4 Callbell
Shared inbox for messaging apps, priced per agent · France · callbell.eu
Per-seat pricing Shared inbox Add-on modules
Callbell gets the cheapest honest start on the list: $15 per seat, and the pricing page lets you build a quote from the number of agents and channels. It brings WhatsApp, Instagram, Messenger, Telegram and TikTok into one inbox with a mobile app and a website widget that lets visitors pick their preferred app.
- Pricing: Per user / month. Multiagent Chat is $15 per user per month and Plus $20; WhatsApp use starts from $22 per month in consumable credits. Free plan: free trial.
- Best for: Small teams that want a cheap seat price
- Strengths: Shared inbox; WhatsApp; Instagram Direct.
Where it falls short
Everything beyond the inbox is a paid module: broadcasts are billed at $0.02 per contact reached, the advanced bot builder is $65.55 a month, and each extra channel account is $22.
Wrong for
A marketing team that needs large broadcasts and complex automation, or an enterprise with SSO and audit demands from day one.

#5 Interakt
WhatsApp marketing and support hub for sellers · India · interakt.shop
WhatsApp and Instagram Catalog and payments Per-plan limits
Interakt is aimed at retail sellers and it shows. The Growth plan includes campaigns, catalogs, native payments and public APIs, and Advanced adds branching chatbot flows, API calls and advanced webhooks, with unlimited contacts and messages that depend on the sender's WhatsApp number. The legal entity named on its site is Jio Haptik Technologies Limited of Mumbai.
- Pricing: Per month plus message fees. Growth is $55 per month and Advanced $69, plus taxes; an Instagram-only plan is $12; the WhatsApp AI Agents add-on is $74.99. Free plan: free trial.
- Best for: Indian D2C and Shopify sellers
- Strengths: Shared team inbox; Broadcast campaigns; Catalog and native payments.
Where it falls short
The WhatsApp Starter shows as not applicable and the AI agent costs $74.99 on top, more than the Growth plan itself. Tag, field and event limits scale by tier (Growth has 25 fields and 30 tags).
Wrong for
A support team outside India that needs strong multi-agent routing, or a buyer who wants a flat all-in price with AI included.

#6 Zoko
WhatsApp for Shopify brands, no locked tiers · United States · zoko.io
Shopify Flat feature set Pay Meta directly
Zoko is the most store-specific product here. Its pricing page says every feature is on every plan, so the only reason to move up a tier is volume, and Meta's WhatsApp fees are paid directly to Meta at the published rate card instead of through Zoko. Eleven pre-built flows are free, covering abandoned checkout, review requests, cash-on-delivery double-confirmation and reorder reminders.
- Pricing: Per month plus conversation fee. Starter is $49.99 per month plus $0.015 per conversation; Plus $79.99, Elite $139.99 and Max $499.99, with conversation fees falling at each step. Free plan: free trial.
- Best for: Shopify merchants with growing order volume
- Strengths: Bulk broadcasts; WhatsApp catalog; Click-to-WhatsApp ads.
Where it falls short
Anything beyond the eleven pre-built flows is metered: premium flows cost $5.99 a month each, and the three AI agents cost $24.99 a month plus a per-resolution or per-order fee. Instagram costs $9.99 a month on top.
Wrong for
A business on WooCommerce, Magento or a custom site, or a services firm with no store at all.

#7 Trengo
Customer inbox for WhatsApp, email and social · Netherlands · trengo.com
European hosting Bundled seats Shared inbox
Trengo is a sensible choice for a European service team that wants one inbox for WhatsApp, email, Instagram and Facebook. Every plan includes the official WhatsApp Business API, ten or twenty users and a stated conversation allowance, so a manager can predict the monthly bill before Meta's fees. Its terms list hosting in Frankfurt on AWS, the company is registered in the Netherlands, and support covers email, messaging and phone.
- Pricing: Flat bundle by users and conversations. Boost is EUR 299 per month on annual billing (EUR 349 monthly) with 10 users; Pro is EUR 499 (EUR 599) with 20 users. Free plan: free trial.
- Best for: European service teams of ten or more
- Strengths: Unified inbox; WhatsApp Business API; AI agent (HelpMate).
Where it falls short
The entry price of EUR 299 a month, with ten seats bundled, is steep for a three-person shop. Broadcasting is an add-on, and the AI Journeys feature is in beta.
Wrong for
A micro-business, a seller who needs mass promotions, or a team that wants per-contact pricing.
Visit Trengo →
#8 Chatfuel
AI chatbot platform for WhatsApp and Instagram · United States · chatfuel.com
AI chatbot Low entry price Agency tier
Chatfuel suits a solo operator or an agency that mainly wants a bot answering messages and qualifying leads. One plan at $18 a month billed yearly includes broadcasts, lead scoring, Meta Pixel event sending, Instagram comment replies and a shared inbox, and the Agency tier handles several client businesses from one dashboard. Its WhatsApp coexistence mode lets an existing app number keep running.
- Pricing: Per month plus AI credits. Business is $18 per month billed yearly with $20 of AI credits a month; Agency S is $90 per month for three companies. Free plan: free trial.
- Best for: Solo operators and agencies running bots
- Strengths: AI agent; WhatsApp broadcasts; Team inbox and CRM.
Where it falls short
The inbox and CRM are lighter than at Respond.io or Trengo, and the page publishes few limits beyond a note that usage limits apply. AI credits and Meta fees draw from the same wallet, so a busy bot can drain it quickly.
Wrong for
A support department with many agents, routing rules and reporting needs, or a company that wants a published contact and seat allowance.

#9 360dialog
WhatsApp Business API access, priced per number · Germany · 360dialog.com
API-first Per-number pricing No lock-in
360dialog is the cleanest option for a team that wants the API and nothing else. Pricing is per phone number: EUR 49 for Regular with a four-hour first response, EUR 99 for Premium with a 30-minute response, a 48-hour business verification and an inbox add-on, and EUR 500 for Scale with migration support.
- Pricing: Per number / month. Regular is EUR 49 per number per month, Premium EUR 99 and Scale EUR 500, each plus Meta's messaging fees. Free plan: none.
- Best for: Developers and agencies building on the API
- Strengths: WhatsApp Business API; Per-number hosting; Marketplace of partner tools.
Where it falls short
There is no inbox in the base API: you build your own or buy a second tool from a partner, so the total price depends on that choice. Throughput is capped by tier, up to 1,000 messages per second on Scale.
Wrong for
A non-technical team that wants to log in, see chats and send campaigns on day one.
Visit 360dialog →
#10 Infobip
Omnichannel communications platform with WhatsApp API · United Kingdom · infobip.com
Omnichannel CPaaS Enterprise Many channels
Infobip is the choice when WhatsApp is one of many channels that a large company wants from a single vendor. The company was formed in 2006, opened offices in Zagreb in 2008 and London in 2009, and is registered in the United Kingdom. Its platform offers a WhatsApp API alongside SMS, RCS, Viber, voice and email, plus a chatbot builder, a cloud contact center and a customer data platform.
- Pricing: Usage-based and quote. Quote-based for most uses; a pricing page and a free-trial sign-up exist, but we could not confirm a WhatsApp entry price. Free plan: free trial.
- Best for: Enterprises combining many messaging channels
- Strengths: WhatsApp API; SMS and RCS APIs; Viber for Business.
Where it falls short
The breadth is the drawback for a small buyer: the WhatsApp entry price was not published on the pages we read, the product list is long, and implementation usually needs developers or a partner.
Wrong for
A small business that wants an inbox and a monthly price today.
Visit Infobip →
#11 Twilio
Developer messaging API with a WhatsApp channel · United States · twilio.com
Developer API Usage-based Large ecosystem
Twilio belongs on the list because it is the platform that many developers know first, and its WhatsApp pricing is public: $0.005 per message in either direction plus Meta's template fees, with a free trial that needs no credit card.
- Pricing: Usage-based. Twilio's fee is $0.005 per message, inbound or outbound, plus Meta's template fees passed through; utility and authentication messages start at $0.0034 per message. Free plan: free trial.
- Best for: Engineering teams building messaging into products
- Strengths: WhatsApp channel; Conversations API; Programmable Messaging.
Where it falls short
Twilio supplies the pipes, not the agent screen: an inbox, routing and campaigns must be built or bought, for example in Flex. The per-message fee counts incoming messages, so a long support thread costs more than on a platform with a flat seat price.
Wrong for
A marketing or support team without developers, or a store that wants broadcasts and a shared inbox this week.

Questions and answers
What is the best WhatsApp business messaging platform in 2026?
Respond.io ranks first of 11, best for mid-sized B2C sales and support teams. WATI is second (small teams that live in WhatsApp) and SleekFlow third (asia-facing teams selling over several channels). Places 1 to 3 go to challengers, vendors outside the best-known brands, wherever the category has them.
What is the difference between the WhatsApp Business app and the WhatsApp Business Platform?
The app is a free phone app for one small team. The Platform, formerly called the API, is Meta's service for larger businesses, reached only through a provider.
How much does WhatsApp Business API access cost?
There are two parts. The vendor charges a subscription, per message or per number: examples on their pages include 360dialog at €49 to €99 per number per month and Twilio at $0.005 per message.
Do I pay Meta separately from the platform?
In most cases the charge appears either way, but the invoice differs. Zoko says you pay Meta directly at its published rate card. Chatfuel and WATI bill the Meta fees through the platform.
Can I keep my existing WhatsApp number when I switch to a platform?
Usually yes, but the number cannot be active in a regular WhatsApp account at the same time, unless the platform supports a coexistence mode. Chatfuel lists coexistence as a feature. Migrating between platforms depends on how the number is registered.
Which platforms charge by contact, by seat or by message?
Respond.io charges by monthly active contact, and Trengo by conversations in a bundle of seats. WATI and Callbell charge per agent, with WATI also publishing a rate card for messages. Zoko charges per conversation on a sliding scale.
Can I run WhatsApp marketing campaigns on these platforms?
Yes, with limits. Broadcasts must use templates that Meta has approved, and recipients must have opted in.
Do these platforms include AI agents that answer customers?
Most now offer them, and the pricing differs. Respond.io, SleekFlow and Trengo bundle AI agents into their upper tiers or meter them by credits.
Is a developer API like Twilio or 360dialog better than a full platform?
It is better when your own software drives the messages, such as order status or one-time codes, and you do not need an agent inbox. You build the rest or connect a separate inbox.
Are there European options for WhatsApp business messaging?
Yes. Trengo is a Dutch company and states that its data is hosted in Frankfurt, 360dialog is a German company, Callbell is a French one and Infobip is registered in the United Kingdom. WATI also publishes its prices in euros.
How long does it take to get a WhatsApp Business number approved?
The timing depends on Meta's business verification and template review, and the platform cannot shorten Meta's queue. What the vendor controls is the preparation: complete business documents, a matching display name and a clean website.
