Shipping software sits between the shop and the carriers: it pulls orders in, compares rates, prints the label, sends tracking back to the buyer and handles the return. How we ranked these
Setup: from first order to first label
Setup here means the minutes between connecting a store and holding a label that a carrier will accept. We check how orders arrive (native connectors for Shopify, WooCommerce, Amazon and others versus CSV upload), whether package presets and ship-from addresses carry over, and whether carrier accounts connect through a login or a manual API key exchange. A merchant who already has a contract with a regional carrier needs a bring-your-own-account path. Tools that require a call before the first label are marked down. We also test how the product handles international parcels, since customs forms and harmonized codes catch new users out. Finally, we look at whether the rules engine can be set up without a developer for a shop with ordinary needs.
The real price: subscription, label fees and postage margin
Shipping cost has three layers, and vendors disclose them unevenly. The subscription is the visible part. Underneath sit per-label or per-shipment fees, and then the postage itself, where a tool that resells carrier rates may take a margin while one that connects your own contracts charges only software fees. We price each product at a few hundred and a few thousand parcels a month, include the cost of branded tracking or returns pages when they sit in a higher tier, and flag annual-billing discounts that make the monthly sticker price misleading. Free plans count only when they cover a realistic number of shipments. Insurance, address correction and pickup surcharges are noted where published.
Getting your data out: shipment history, tracking and rates
A shipping account accumulates a record of every label, tracking number, declared value and carrier invoice line. That history feeds claims for lost parcels, margin analysis and carrier negotiations, so it should be exportable in bulk. We check whether labels and shipments can be downloaded as CSV with costs and tracking events, whether an API exposes the same data, and whether reports show cost per destination and per carrier. Tools that keep a merchant's postage ledger in a prepaid wallet get extra scrutiny: what happens to the balance on cancellation, and can past receipts be retrieved. Products that hide shipment history after a plan downgrade are scored down.
Independence from the vendor: carrier contracts and ownership
The question is whether you can leave. A merchant who ships on the vendor's discounted account has no carrier relationship of their own, so switching tools means starting negotiations from zero. Tools that let you attach your own carrier accounts, and expose a documented API, keep the exit open. Ownership matters too. Several products in this field sit inside larger groups, such as Auctane (ShipStation and Packlink PRO) and Amazon (Veeqo), and a parent can retire a brand or steer the roadmap. We note who owns each product, where the company is based, and which carriers it favors, since a tool built around one country's post office rarely serves another well.

The free plan is a genuine way to start, with 70+ carriers and two integrations, and the paid ladder from Lite upward adds carriers, rules and notifications in steps small enough that a growing shop can see the next bill coming. It is run from Eindhoven and names Munich and Florence as its other offices.
Where it falls short
The free plan allows only 240 shipments a year and one user, so anything beyond a hobby shop moves to a paid tier almost immediately. Allowances are annual, which makes planning for a seasonal peak a spreadsheet exercise. Sales-side features such as marketplace solutions and dynamic delivery options sit at the Pro tier, priced at EUR 639 a month.
Wrong for
A US-only seller shipping domestic USPS and UPS parcels will find the carrier depth beside the point; Shippo or Veeqo fit that job better. Very high volumes with negotiated rates should look at an API-first option.

ShippyPro, a Florence company, sells to merchants whose real constraint is the number of carriers and countries they touch. Its shipment-based tiers are explicit, setup carries no fee beyond the subscription according to its FAQ, and the product adds things a smaller tool skips: invoice analysis to catch carrier overbilling, a branded returns portal, and connectors for SAP Business One and Microsoft Dynamics 365. Published ISO 27001 and SOC 2 Type II certification is unusual at this price and helps when a larger customer sends a security questionnaire.
Where it falls short
The cheaper tiers cap how many carrier integrations you can activate at ten, which a merchant using many regional carriers hits quickly. The first-year discount makes the renewal rate, such as EUR 159.20 a month for Pro2000, the figure to budget. There is no permanent free plan, only a trial.
Wrong for
A shop sending a few dozen parcels a month through one carrier does not need this and will overpay; Packlink PRO or Shippo's free tier is sensible. Sellers needing deep US freight handling should price ShipStation.

The free Starter tier covers 30 labels a month with carrier discounts already applied, Pro costs $17 and lifts the cap to 10,000 labels, and the same account exposes an API for teams that want to build shipping into their own store or marketplace. It connects to Shopify, WooCommerce, Wix and BigCommerce, and the plan ladder has only three rungs, which makes the bill easy to predict. It lands third rather than first because its strength is the US carrier set.
Where it falls short
Carrier coverage is narrower than Sendcloud or ShippyPro, at 40+ carriers, and European regional carriers are thin. The Starter tier is single user with email support only, and branded tracking pages and estimated delivery dates wait behind Pro. Inventory and warehouse features are missing, so stock still lives elsewhere.
Wrong for
A European merchant shipping mostly within the EU should start with Sendcloud or ShippyPro instead. Anyone wanting pick lists, bin locations or purchase orders will need a separate inventory tool.

Where it falls short
Using your own carrier agreements costs a one-off fee per customer number, EUR 60 on the free plan but EUR 500 on Essentials and EUR 600 on Pro, with annual discounts. The free plan limits you to one order integration and slower email response. Coverage beyond the Nordics and neighboring markets is not the selling point.
Wrong for
A US seller needing USPS rate discounts has no reason to pick it. A shop that only ships with carriers' standard public rates may overpay once the per-agreement activation fees are counted.

What the data says about this market
Of the eleven products ranked here, five are headquartered in the United States (Shippo, ShipStation, Veeqo, Easyship and EasyPost), five in Europe (Sendcloud in the Netherlands, ShippyPro in Italy, Shipmondo in Denmark, Packlink PRO in Spain and Shiptheory in the United Kingdom) and one in Japan (Ship&co). The split follows carrier geography. A tool is only as useful as the carriers it can book, and the US field is organized around USPS, UPS and FedEx while the European field has to cope with dozens of national posts and regional carriers. That is why Sendcloud lists 170+ carriers and ShippyPro 190+, while Shippo lists 40+ and Veeqo names six.
Pricing is more open than in most business software. Seven of the eleven have a permanent free plan: Sendcloud, Shippo, Veeqo, Easyship, Shipmondo, Packlink PRO and EasyPost. The other four, ShippyPro, ShipStation, Shiptheory and Ship&co, offer a free trial of 14 to 30 days. None is quote-only for its entry tier, though Enterprise levels at Sendcloud, ShippyPro, Shiptheory, EasyPost and Easyship are custom. The units differ, which is the buyer's trap: Sendcloud and ShippyPro price by shipment allowance, Shipmondo and Ship&co by label, and EasyPost by meter. A single monthly sticker price tells you little until you run your own volumes through each model.
Ownership is the structural fact to watch. Auctane owns both ShipStation and Packlink PRO, and Amazon bought Veeqo in 2021 and now offers it free. When a vendor gives away the software, it earns elsewhere, through label margin, Amazon Shipping volume or marketplace stickiness, and a buyer should know which. Packlink PRO states that it is free to use because revenue comes from the shipping purchased, and Pirate Ship makes the same claim, so a merchant who ships a lot with such a tool should compare rates against the carrier's own price list at least once a year.

Do I need shipping software if I only send a few parcels a week?
Usually not at first. Carrier websites work for a handful of parcels. The case for software begins when order entry takes real time, when you want discounted rates, or when customers expect tracking emails. Free tiers such as Shippo's 30 labels a month, Veeqo's Shipping plan or Packlink PRO cost nothing to try and remove the retyping, so the switch is low risk.
How do shipping software discounts on postage work?
Vendors that resell rates aggregate volume from all their customers and negotiate carrier prices that a small merchant cannot get alone. You buy labels through the platform and it keeps a margin or earns a commission from the carrier. Easyship advertises savings of up to 91% on labels, and ShipStation up to 90%. Those figures are best cases for specific services, so compare against your actual lane and weight.
Can I use my own carrier accounts?
Yes in most tools, usually from a mid-level plan. ShipStation allows it from Standard, Shippo includes it free on Pro and Premier, Easyship from Plus, and Shiptheory is built around it. Shipmondo charges a per-customer-number activation fee for own agreements. If you have a contract with a regional carrier, check that the specific carrier is supported, not only the global names.
Is a shipping API better than a dashboard product?
It depends on who is using it. An API such as EasyPost's fits a company that wants shipping inside its own software and has developers to maintain it. A dashboard product such as ShipStation or Sendcloud fits a merchant who wants rules, labels and tracking without writing code. Shippo offers both from one account, which suits a team that starts with the dashboard and later automates.
How should I handle returns?
Look for a returns portal where the customer requests a label, plus the ability to pre-generate return labels for sale with the order. Sendcloud, ShippyPro and ShipStation offer branded portals, and Easyship's Premier plan pre-generates return labels. Check who pays for the return label and whether the refund trigger can be tied to carrier scan events rather than a manual step.
What does shipping software cost for 1,000 parcels a month?
It varies by pricing unit. On Sendcloud, volume of that size lands in a mid-priced tier plus a label fee of nine or ten cents. ShippyPro's Pro2000 tier covers it at EUR 99 a month in year one and EUR 159.20 after. Shiptheory's Earth tier covers 1,500 shipments for 39 pounds a month on annual billing plus 3 pence per shipment. Free tiers will not cover it.
How does international shipping work with these tools?
The tool must generate customs forms, collect harmonized codes and declared values, and ideally show duties and taxes to the buyer at checkout. Will shipping software handle freight and pallets?
A few do. ShipStation lists 50+ LTL freight carriers alongside parcel carriers, and Shipmondo includes freight booking beside parcels. Most others are parcel only. If a share of your volume ships on pallets, ask for freight quoting during the trial, because a parcel-only tool will force a second system.
What should I do if one carrier loses a parcel?
File a claim with the carrier or, if you bought insurance through the platform, with the insurer. EasyPost sells insurance at 1% of shipment value with a $1 minimum and automates USPS and FedEx claims. For other tools, check whether insurance is built in or third-party.
