Best Policy Management Software in 2026

The short answer

  1. #1 Hicomply: ISMS platform with a policy module built in. Best for: Small security-led teams.
  2. #2 VComply: GRC platform with a PolicyOps module. Best for: Mid-size teams starting a GRC program.
  3. #3 ComplianceBridge: Policy and procedure management with workflow automation. Best for: Teams that want policy-only software.

Vendors can pay for more visibility on this website, for example a higher place in a ranking or more room on a page. Commercial relationships can also affect which products we feature and how prominently. Every vendor link is marked the same, whatever the arrangement behind it. The largest vendors in policy management software cannot hold places 1 to 3. Places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them; the established names follow from place 4 in their ranked order. The 12 tools, reviewed

#1 Hicomply

ISMS platform with a policy module built in · United Kingdom · hicomply.com

ISMS Framework mapping Published price

Hicomply earns first place because its policy module is easy to explain and price. Hicomply provides templates, guided creation, automatic versioning, assignable approvals, and read-and-acknowledge tracking with reminders. Hicomply states that expert support is included on every plan, and its policies can be reused across several frameworks such as ISO 27001 and SOC 2.

  • Pricing: Annual plan. Plans start from £5,300 or $6,995 a year; Essentials, Professional and Enterprise tiers. Free plan: none.
  • Best for: Small security-led teams
  • Strengths: Policy templates; Automated version control; Approval workflows.

Where it falls short

Hicomply is an information security management platform first, so its policy module assumes ISO 27001, SOC 2 or similar frameworks. Hicomply is a poor fit for policies that sit outside security, such as HR handbooks with local-law variants.

Wrong for

A public safety agency, a bank with examiner-specific packs, or any team that needs HR and operations policies without a security framework.

#2 VComply

GRC platform with a PolicyOps module · United States · v-comply.com

PolicyOps AI policy builder GRC suite

VComply ranks second because it covers the whole lifecycle and lets a buyer try it. VComply describes its Policy Manager as covering drafting, review, approval, distribution and attestations, with ready-to-use policy and framework templates. VComply offers an AI policy generator and an AI assistant for policy tasks, plus training and assessments linked to policies.

  • Pricing: Quote only. Quote after demo; a free trial is offered on the site. Free plan: free trial.
  • Best for: Mid-size teams starting a GRC program
  • Strengths: Policy lifecycle workflow; AI policy generator; Policy templates.

Where it falls short

VComply does not print its pricing, so budget conversations start with a demo. VComply is a broad GRC platform, which means a small team that only needs policies carries navigation and modules it will not use.

Wrong for

A team that needs only a policy library and acknowledgments, or a public safety agency that wants pre-written state policy.

Visit VComply →

#3 ComplianceBridge

Policy and procedure management with workflow automation · United States · compliancebridge.com

Policy-only Tiered packages Audit trail

ComplianceBridge sits third because it concentrates on the policy lifecycle and tells buyers what each tier includes. ComplianceBridge supports collaborative drafting, workflow triggers for approvals, publishing to individuals, groups and locations at once, and read receipts and attestations for audit readiness.

  • Pricing: Tiered quote. Silver, Gold and Platinum tiers published by feature; prices by quote. Free plan: none.
  • Best for: Teams that want policy-only software
  • Strengths: Collaborative drafting; Workflow automation; Acknowledgment and attestation.

Where it falls short

ComplianceBridge publishes feature tiers but not prices, and some of the features that matter most, such as automated reporting and expiration notices, sit in the higher tiers.

Wrong for

A European organization that needs EU hosting, or a security team that wants policies mapped to controls; Hicomply or Hyperproof fit better.

Visit ComplianceBridge →

#4 Hyperproof

GRC platform that connects policies to controls · United States · hyperproof.io

Control mapping Exceptions Evidence

Hyperproof ranks fourth because its policy module is strongest when policies are part of a wider control program. Hyperproof keeps version history, routes multi-step approvals and records proof of each approval automatically. Hyperproof connects each policy to the controls and framework requirements it affects, and tracks exceptions: who asked, who accepted, and why.

  • Pricing: Quote only. Quote after demo; no published price. Free plan: none.
  • Best for: Compliance teams with several frameworks
  • Strengths: Policy version management; Approval workflows; Policy-to-control mapping.

Where it falls short

Hyperproof does not publish prices, and its policy module is one product of a larger platform, so a buyer who only needs distribution and acknowledgment pays for GRC depth.

Wrong for

A company that only needs to send policies to staff and collect signatures, or a bank wanting examiner packs; Tandem or ComplianceBridge fit better.

Visit Hyperproof →

#5 Tandem

Information security GRC software for financial institutions · United States · tandem.app

Financial institutions Templates Examiner-ready

Tandem ranks fifth because it does one job well for one buyer. Tandem offers more than 40 information security policy templates, tailored to an institution through a multiple-choice questionnaire, and stores a version every time a policy is saved.

  • Pricing: Quote only. Quote on request; no published price. Free plan: none.
  • Best for: Credit unions and community banks
  • Strengths: 40+ information security policy templates; Questionnaire-based policy generation; Custom policy categories.

Where it falls short

Tandem supplies policy language only for information security, not for the custom categories where you bring your own text.

Wrong for

A software company, school district or police department with no financial regulator; Hicomply, ComplianceBridge or Lexipol suit them better.

#6 ConvergePoint

Policy management that runs inside SharePoint · United Kingdom · convergepoint.com

SharePoint Microsoft 365 Ideagen

ConvergePoint ranks sixth because it makes sense only if the company already lives in Microsoft 365, and then it makes a great deal of sense. ConvergePoint installs as an app on SharePoint Online, drafts in Word Online with version control, notifies through Outlook and Teams, and uses Active Directory for roles and sign-on. Joiners and leavers need no separate user management.

  • Pricing: Quote only. Quote after demo; no published price. Free plan: none.
  • Best for: Microsoft 365 organizations
  • Strengths: SharePoint Online app; Word Online drafting; Outlook and Teams add-ins.

Where it falls short

ConvergePoint depends on SharePoint, so a company outside Microsoft 365 gains little. ConvergePoint does not publish prices. Its policy library lives in your tenant, so SharePoint permissions and governance need an administrator who understands them.

Wrong for

A company on Google Workspace, or one without a SharePoint administrator on staff, where the setup will stall; VComply or Hicomply fit better.

Visit ConvergePoint →

#7 Quantivate

GRC suite with policy and document management · United States · quantivate.com

Financial services GRC suite Document management

Quantivate sits seventh because the policy module is a component of a financial-services GRC suite rather than a stand-alone product. Quantivate lets teams upload existing policies or create documents in the software, then define and track the policy lifecycle with configurable workflows and dashboards.

  • Pricing: Quote only. Quote after demo; no published price. Free plan: none.
  • Best for: Banks and credit unions
  • Strengths: Policy and document management; Upload existing policies; In-software document creation.

Where it falls short

Quantivate targets regulated financial institutions, and its marketing, templates and customers reflect that. Quantivate does not publish prices, and a buyer wanting only policies pays for a platform.

Wrong for

A non-financial company that needs only policies and attestations and does not want a full risk suite around them.

Visit Quantivate →

#8 Lexipol

Public safety policy content with tracking software · United States · lexipol.com

Public safety Written policy content Training

Lexipol ranks eighth overall, yet it is first for a police or fire department. Lexipol delivers fully written, state-specific policies researched by policy and legal professionals, keeps them current as laws and standards change, and gives agencies tools to distribute policies and track acknowledgments. Lexipol also ties scenario-based daily training to policy so personnel apply the text.

  • Pricing: Quote only. Quote on request; no published price. Free plan: none.
  • Best for: Police, fire and corrections agencies
  • Strengths: State-specific policies; Automated policy updates; Acknowledgment tracking.

Where it falls short

Lexipol is built for public safety and local government, so a corporate compliance team finds little content. Lexipol sells policy text you license, which makes the manual partly the vendor's. Lexipol does not publish prices.

Wrong for

A private company, a software firm or a bank, since the licensed content covers police and fire work; Hicomply, Tandem or ComplianceBridge fit better.

Visit Lexipol →

#9 PowerDMS

Policy and accreditation software for public safety · United States · powerdms.com

Accreditation Public safety NEOGOV

PowerDMS ranks ninth for general buyers but near the top for agencies that need accreditation. PowerDMS organizes policy management and accreditation management for law enforcement, 9-1-1 centers, fire, EMS, corrections, government and healthcare, and says more than 5,000 agencies use it. PowerDMS offers Recall as a policy training add-on to PowerPolicy.

  • Pricing: Quote only. Custom quote built from products and agency size. Free plan: none.
  • Best for: Agencies pursuing accreditation
  • Strengths: PowerPolicy document control; Accreditation standards; Recall policy training add-on.

Where it falls short

PowerDMS is aimed at public safety and healthcare, so a corporate team will find its examples and standards unfamiliar. PowerDMS prices by custom quote only.

Wrong for

A private company with a security framework, or a team wanting published pricing; Hicomply or ComplianceBridge fit better.

Visit PowerDMS →

#10 LRN

Ethics and compliance suite with Catalyst Policy · United States · lrn.com

Ethics Translation Training link

LRN lands tenth because Catalyst Policy is strongest when training and ethics already come from LRN. Catalyst Policy records owner, status, version, language, jurisdiction and next review date for each policy, sends review reminders at 90, 60, 30 and 15 days, and translates into more than 70 languages with AI assistance and human review.

  • Pricing: Quote only. Quote after demo; no published price. Free plan: none.
  • Best for: Multinationals with a code of conduct
  • Strengths: Central policy repository; Review reminders; AI-assisted translation.

Where it falls short

LRN is an ethics and training company first, so a buyer who wants only policy distribution pays for a larger catalog. LRN does not publish prices.

Wrong for

A small or mid-sized company without multilingual staff or a training catalog to connect; Hicomply or ComplianceBridge fit better.

Visit LRN →

#11 SAI360

Ethics, risk and compliance platform · United States · sai360.com

Enterprise Bundles Training link

SAI360 sits eleventh because its policy module is one piece of a large program. SAI360 offers a central policy library with version history, an employee policy portal, attestations, and links from policies to training. SAI360 adds an AI assistant that answers employee questions about policies.

  • Pricing: Quote only. Bundled packages by quote; the pricing page lists Essentials, Professional and Enterprise bundles. Free plan: none.
  • Best for: Compliance programs at larger enterprises
  • Strengths: Central policy library; Version history; Attestation.

Where it falls short

SAI360 is sized for large compliance programs, and its pricing depends on organization size, selected modules and implementation needs. SAI360 does not publish figures, and a smaller team pays for bundles it may not use.

Wrong for

A team of fewer than 200 staff that needs a policy library and acknowledgments only; Hicomply, ComplianceBridge or VComply fit better.

Visit SAI360 →

#12 Origami Risk

Risk and insurance platform with a policy module · United States · origamirisk.com

Risk platform Attestation Insurance

Origami Risk is twelfth because policy management is a side module on a platform built for insurance, risk and safety. Origami Risk lets teams draft, edit and approve policies with configurable templates, keep version control and audit trails, store policies in a searchable repository with role-based access, and collect attestations with automated reminders. Origami Risk connects policies to risks, controls and issues.

  • Pricing: Quote only. Quote after demo; no published price. Free plan: none.
  • Best for: Risk-managed organizations already on Origami
  • Strengths: Policy drafting and approval; Configurable templates; Version control and audit trails.

Where it falls short

Origami Risk is a large platform, and its site speaks to insurers, risk managers and EHS leads rather than a compliance manager buying policy software alone. Origami Risk does not publish prices.

Wrong for

A company with no risk or insurance program that needs policies only; Hicomply, ComplianceBridge or ConvergePoint fit better.

Visit Origami Risk →

What this category is

Policy management software is a system that holds an organization's policies and procedures in one library and runs them through a controlled lifecycle. Policy management software routes each draft to reviewers and approvers, stores every version, publishes the approved text to the staff it applies to, collects read-and-acknowledge records, and schedules the next review date.

How we ranked these

Five tests, applied to every product. The order is not the tests alone: places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them, and the established names follow from place 4 in their ranked order.

  • Setup in policy management software: From a folder of Word files to a live library.
  • The real price of policy management software: Users, modules and the suite you did not want.
  • Getting your data out of policy management software: Versions, approvals and attestations.
  • Independence from the vendor: Content, frameworks and bundled training.
  • Who policy management software is for: Regulated teams, security programs and agencies.

What the data says about this market

Policy management software sits inside governance, risk and compliance, and the list shows how fragmented that is. Of the twelve products ranked, ten are made by companies headquartered in the United States and two, Hicomply and ConvergePoint, by companies in the United Kingdom, the latter through its owner Ideagen. Only Hicomply prints a starting price on its own site, and only VComply advertises a free trial. The rest sell through a demo and a quote, which is why buyers rarely know the cost until a sales cycle is underway. Vendors approach the job from different directions.

How to choose

  1. Count the policies and the people who must sign. Write down how many policies you manage, how many have legal or contractual owners, and how many employees must acknowledge each one.
  2. Test one real policy from draft to acknowledgment. Ask each vendor to take one of your actual policies through the full path in a trial or a recorded session: import it, assign a reviewer and an approver, publish it to a test group, collect acknowledgments, and then revise it so a new version replaces the old one.
  3. Price the connected modules and the exit. Ask for a written quote that includes the policy library, acknowledgment campaigns, training links, single sign-on, extra admin seats and any hourly services.

Questions and answers

What is the best policy management software in 2026?

Hicomply ranks first of 12, best for small security-led teams. VComply is second (mid-size teams starting a GRC program) and ComplianceBridge third (teams that want policy-only software). Places 1 to 3 go to challengers, vendors outside the best-known brands, wherever the category has them.

What is the difference between policy management software and a document management system?

A document management system stores files and controls who can open them. Policy management software adds a lifecycle on top: owners, review dates, approval routing, publication to named groups, and acknowledgment records.

How much does policy management software cost?

Published prices are rare. Hicomply lists plans starting from £5,300 or $6,995 a year. ComplianceBridge lists three tiers by feature but quotes the price.

Do I need policy management software for ISO 27001 or SOC 2?

Not strictly, since an auditor accepts policies in a well-run document library. What the auditor does expect is approval evidence, version control and proof that staff read the policies.

Which policy management software is best for police and fire departments?

Lexipol and PowerDMS are built for public safety. Lexipol writes state-specific policy manuals and updates them as laws change, then tracks acknowledgments and daily policy training.

What is the best policy management software for banks and credit unions?

Tandem and Quantivate both started in financial institutions. Tandem offers 40-plus information security policy templates generated through a questionnaire, plus meeting agendas that document who verifies each policy.

Is there free policy management software?

None of the twelve products ranked here has a free plan. VComply offers a free trial on its site, and Hicomply, Hyperproof and the rest offer demos only.

How do policy acknowledgments work in policy management software?

The tool assigns a published policy to named people or groups, sends a notice, and records when each person confirms reading it. Reminders go out until the deadline, and a report lists who has not responded.

Can policy management software translate policies?

Some can. LRN states that its Catalyst Policy module translates policies into more than 70 languages with AI assistance and controlled human review. ConvergePoint lists multi-language support for its AI tools.

How long does it take to implement policy management software?

A focused tool with templates can have a first policy published within days. A suite with workflows, single sign-on and directory integration can take weeks, and the larger GRC platforms commonly add a services project.

Should I buy a GRC suite or a dedicated policy tool?

A suite makes sense when you will also run risk registers, audits, cases and vendor reviews on the same data. Hyperproof, Quantivate, SAI360, VComply and Origami Risk are suites in which policy is one module.
