Best Benefits Administration Software in 2026

The short answer

  1. #1 Employee Navigator: Broker-run benefits administration, HR and ACA reporting platform. Best for: Employers served by an insurance broker.
  2. #2 PlanSource: Benefits platform with ACA, COBRA and carrier billing services. Best for: Mid-sized employers wanting one service partner.
  3. #3 Selerix: Benefits administration with ACA and COBRA software for brokers and employers. Best for: Brokers and employers with ACA exposure.

Visibility in this ranking can be paid for. Payment moves a vendor's position within the shortlist; it never adds a vendor, and it never changes a word of the review. The largest vendors in benefits administration software cannot hold places 1 to 3. Places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them; the established names follow from place 4 in their ranked order. How it works: placement disclosure · editorial process.

The 12 tools, reviewed

#1 Employee Navigator

Broker-run benefits administration, HR and ACA reporting platform · United States · employeenavigator.com

Broker platform ACA reporting 600+ integrations

Employee Navigator is aimed at insurance brokers, who use it to run benefits for every client in one system, and its site says it connects 195,000+ employers and 7,000+ brokers. The pricing page lays out four tiers, Enhanced, Enhanced Plus, Elite and Platinum, with a feature grid that shows exactly where 834 EDI feeds, onboarding and time-off tracking begin.

  • Pricing: Quote only. Four broker tiers (Enhanced to Platinum), fees by quote; 834 EDI feeds listed at $0.45 PEPM on two tiers. Free plan: none.
  • Best for: Employers served by an insurance broker
  • Strengths: Online enrollment; Carrier, payroll and TPA integrations; 834 EDI feeds.

Where it falls short

The employer rarely buys it directly, so the fee is negotiated between the broker and the vendor and the page does not state it.

Wrong for

An employer with no broker relationship, or one that wants software sold and supported by the software vendor alone, should look at PlanSource or an HR-suite module like BambooHR.

#2 PlanSource

Benefits platform with ACA, COBRA and carrier billing services · United States · plansource.com

Service-backed COBRA and ACA Carrier billing

PlanSource sells benefits administration as a platform plus a set of services: ACA measurement and reporting, COBRA notices and billing, carrier billing and reconciliation, and administration of HSAs, FSAs, HRAs and LSAs. Its site frames the offer as one unified platform and one accountable partner, and it sells both to employers and through reseller partners.

  • Pricing: Quote only. Quote only after a demo request; the site publishes no price. Free plan: none.
  • Best for: Mid-sized employers wanting one service partner
  • Strengths: Benefits administration platform; ACA administration; COBRA administration.

Where it falls short

No price is published, and the services menu means the final bill depends on how many of the extended services you add.

Wrong for

A very small employer with a handful of plans and no COBRA volume will pay for a service model it will not use.

Visit PlanSource →

#3 Selerix

Benefits administration with ACA and COBRA software for brokers and employers · United States · selerix.com

ACA software COBRA software Broker channel

Selerix describes an all-in-one platform covering benefits administration and enrollment, ACA compliance and workforce communications, and says its history includes large-scale administration for over 21,000 employer groups. Separate ACA and COBRA software pages show those as products rather than services bolted on.

  • Pricing: Quote only. Quote only after a demo request. Free plan: none.
  • Best for: Brokers and employers with ACA exposure
  • Strengths: Benefits administration; Enrollment; ACA software.

Where it falls short

Pricing is not published, and the site gives no figures for implementation time or carrier counts.

Wrong for

A company wanting benefits inside its HR system, with no broker or carrier workflow to manage, should look at BambooHR or Rippling, where benefits ride on the HR record rather than on a broker or carrier workflow.

#4 Businessolver

Independently owned benefits technology and administration services · United States · businessolver.com

Enterprise Independently owned Compliance tools

Businessolver calls itself an independently owned benefits technology company and sells a stack: benefits technology (Benefitsolver is the employee login), consumer accounts, administrative services, compliance tools and communications. Its site offers a request-for-proposal route alongside the demo form, which tells you the intended buyer is an enterprise that runs a procurement.

  • Pricing: Quote only. Quote only; the site directs buyers to a demo or an RFP. Free plan: none.
  • Best for: Large employers running a formal RFP
  • Strengths: Benefits technology; Consumer accounts technology; Administrative services.

Where it falls short

No price is shown, and the product naming (Benefitsolver, Workterra, ComplianceDashboard) takes a while to map to a feature list. The buying process is built for large employers and is slower than a self-serve suite.

Wrong for

A company under a few hundred employees, or one that wants to start enrollment within weeks, should look at an HR-suite module or at Employee Navigator through a broker.

#5 Benefitfocus

Benefits administration and billing platform for employers and health plans · United States · benefitfocus.com

Voya business ICHRA Billing and payroll

Benefitfocus says employers have used it since 2000 for enrollment and ongoing administration, and sells a wider menu than enrollment alone: billing and payroll, data analytics, decision support, compliance, voluntary benefits and ICHRA administration. The site also has a health plan side.

  • Pricing: Quote only. Quote only; demo request on the site. Free plan: none.
  • Best for: Large employers and health plans
  • Strengths: Benefits administration; Billing and payroll; Benefits data analytics.

Where it falls short

The home page leans on AI and claims-based insights language, with little concrete detail about plan build or carrier feeds. No price is published.

Wrong for

A buyer who wants a vendor with no insurer or financial-services parent should look at Businessolver, and a small employer with a few plans should look at an HR-suite module instead.

#6 Alight

Outsourced benefits, retirement and absence services on Alight Worklife · United States · alight.com

Outsourcing Retirement Absence management

Alight organizes its solutions into health benefits, wellbeing, retirement benefits and absence management, all delivered on the Alight Worklife platform with an AI engine it calls LumenAI. Benefits administration is part of Alight Total Health. The reach is wider than most products in this ranking: dependent eligibility audits, retiree health, reimbursement accounts and defined contribution services.

  • Pricing: Quote only. Quote only; sales contact form. Free plan: none.
  • Best for: Very large employers outsourcing HR
  • Strengths: Benefits administration; Healthcare navigation; Reimbursement accounts.

Where it falls short

It is built for large employers outsourcing the function, so the scope, contract size and implementation effort exceed what most mid-sized teams need. No price or minimum company size is published.

Wrong for

A mid-sized employer that only needs enrollment and carrier feeds should look at PlanSource or Selerix instead, since an outsourcing arrangement adds scope and cost it will not use.

#7 BambooHR

HRIS with benefits enrollment, carrier connections and payroll sync · United States · bamboohr.com

HR suite Published HR pricing Payroll sync

BambooHR's benefits page covers the plan types most small employers run: medical, dental and vision, retirement and life insurance, HSAs and FSAs, and short- and long-term disability. Employees pick benefits in the same profile that holds their other records, enrollment data can be exported or opened to brokers, and deductions sync with BambooHR Payroll.

  • Pricing: Per employee / month. HR plans published per employee per month (Core from about $10); benefits administration is quoted on request. Free plan: none.
  • Best for: Small employers already on BambooHR
  • Strengths: Employee enrollment; Benefit elections management; Carrier connections.

Where it falls short

Automated carrier connections are available for select national providers only, according to the vendor's footnote, so regional carriers mean manual files. The benefits page does not state its own price.

Wrong for

A company with many carriers, self-funded plans or a COBRA and ACA service need should look at PlanSource, Selerix or Businessolver, which are built for that volume of plans and carriers.

#8 Rippling

Benefits administration module in an HR, IT and payroll platform · United States · rippling.com

Platform Published entry price Global benefits

Rippling lists Benefits Administration among its HCM products, alongside a PEO, payroll, a global benefits offering and a partner program for brokers. Its pricing page states plans from $8 per employee per month with a monthly base fee and builds a quote from the products you choose, so a company buying payroll and benefits together sees one number.

  • Pricing: Per employee / month. Plans start at $8 per employee per month plus a monthly base fee; total depends on products chosen. Free plan: none.
  • Best for: Growing companies on one HR platform
  • Strengths: Benefits administration; PEO; Global benefits.

Where it falls short

Benefits is one module among dozens, and the pricing page gives an entry rate only; actual quotes depend on the product mix.

Wrong for

A buyer who only wants benefits administration, with no wish to move payroll or HR, should look at Employee Navigator or Selerix, which are built around benefits without a payroll switch.

#9 Benifex

Global employee benefits and total rewards platform · Sweden · benify.com

Global Total reward Marketplace

Benifex describes itself as a global employee benefits and total rewards platform, with modules for benefits management, HR analytics, total reward visualization, a marketplace and an API layer.

  • Pricing: Quote only. Quote only; demo request on the site. Free plan: none.
  • Best for: Multi-country employers needing a benefits catalogue
  • Strengths: Benefits management; HR analytics; Total reward statements.

Where it falls short

The site does not name carrier connections, ACA or COBRA features, so it is not a substitute for US group-insurance administration. No price is published.

Wrong for

A US employer whose main need is ACA filings, COBRA and group-medical carrier feeds should look at Selerix or PlanSource, which describe those functions on their own product pages.

#10 TriNet Zenefits

HR platform and PEO benefits from TriNet · United States · trinet.com

PEO option HR platform TriNet owned

TriNet's site says its HR Platform is also known as TriNet Zenefits and sells it alongside a full-service PEO and HR Plus, which outsources HR, payroll processing and payroll tax compliance. TriNet states it serves 22K+ businesses and processed about $70B in payroll in 2025.

  • Pricing: Quote only. Quote only; contact TriNet. Free plan: none.
  • Best for: Small employers wanting a PEO option
  • Strengths: HR Platform (TriNet Zenefits); PEO benefits; Payroll services.

Where it falls short

We could not retrieve a benefits-administration product page that describes plans, carrier feeds or open enrollment features, so the entry rests on the vendor's overview. No price is published.

Wrong for

An employer that wants to keep its own carriers and plans and only needs a system should look at BambooHR, Employee Navigator or Selerix, which are sold without a pooled plan.

#11 Namely

HR platform with a benefits administration module and managed service · United States · namely.com

HR suite Managed service Merger

Namely's benefits administration module covers plan setup from one dashboard, electronic carrier connections, payroll sync of deductions, guided open enrollment with plan comparisons, life-event processing, default coverage for employees who miss a deadline, and ACA reporting. Its pricing page lists a managed benefits service and large group benefits as options in higher packages.

  • Pricing: Per employee / month. Namely Now from $9 per employee per month; benefits administration module and other services quoted. Free plan: none.
  • Best for: Mid-sized employers wanting HR and services
  • Strengths: Plan, rate and eligibility setup; Carrier connections; Payroll deduction sync.

Where it falls short

Benefits administration is an add-on module with a separate quote, and the vendor's merger announcement leaves the roadmap uncertain. We did not verify a headquarters address.

Wrong for

A buyer who needs a stable long-term vendor roadmap with a single owner may prefer BambooHR or Employee Navigator, whose pages show no pending merger.

#12 Paycom

Benefits administration inside a payroll and HCM suite · United States · paycom.com

HCM suite COBRA ACA

Paycom's navigation lists a benefits administration section with four items: Benefits to Carrier, Benefit Enrollment Service, COBRA Administration and Enhanced ACA. They sit inside a suite that also covers payroll, talent, time and labor on one platform, so the benefit data and payroll deductions come from the same record.

  • Pricing: Quote only. Quote only; request a meeting. Free plan: none.
  • Best for: Companies already running Paycom payroll
  • Strengths: Benefits to carrier; Benefit enrollment service; COBRA administration.

Where it falls short

Benefits is sold with Paycom's payroll and HR, not as a standalone product, and no price is published. The page we read gave no detail on carrier counts or plan-build rules.

Wrong for

A company that runs payroll elsewhere, or wants a broker-managed benefits platform, should look at Employee Navigator or Selerix, which are sold for benefits on their own.

What this category is

Benefits administration software is a system that stores an employer's benefit plans and eligibility rules, lets employees enroll or change elections online, calculates deductions, and exchanges enrollment data with insurance carriers and payroll. Most products also run life events, COBRA notices and ACA reporting.

How we ranked these

Five tests, applied to every product. The order is not the tests alone: places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them, and the established names follow from place 4 in their ranked order.

  • Setup: Who loads the plans, and how long until open enrollment works.
  • The real price: Per-employee fees, broker flat fees and add-on services.
  • Getting your data out: Carrier files, payroll exports and the year-end record.
  • Independence from the vendor: Who owns it, and what else you must buy with it.
  • Who it's for: Broker book, mid-market employer, multinational or HR suite buyer.

What the data says about this market

Twelve products are ranked here. Eleven sell principally to US employers and brokers (several of their pages give no headquarters city, so the table shows the country only), and one, Benifex, lists its headquarters in Stockholm with offices in London, Munich, Amsterdam and San Francisco. Only three publish a per-employee price for the product or its parent suite on their own sites: BambooHR (HR plans from about $10 per employee per month), Rippling (from $8 per employee per month plus a base fee) and Namely (Namely Now from $9).

How to choose

  1. Decide who the buyer is before you compare features. Start by deciding whether you are an employer buying directly, a broker buying for clients, or an employer whose broker has already chosen a platform.
  2. Test the plan build and the carrier feeds with your own plans. Demos use clean sample plans.
  3. Price the whole bill and write the exit into the contract. Ask for a single quote that includes carrier feeds, ACA filing, COBRA administration, call center support and any consumer-account service you need, then compare it against the headline per-employee rate.

Questions and answers

What is the best benefits administration software in 2026?

Employee Navigator ranks first of 12, best for employers served by an insurance broker. PlanSource is second (mid-sized employers wanting one service partner) and Selerix third (brokers and employers with ACA exposure). Places 1 to 3 go to challengers, vendors outside the best-known brands, wherever the category has them.

What is the difference between benefits administration software and an HRIS?

An HRIS keeps the employee record: job, pay, time off. Benefits administration software keeps plans, rate tiers, eligibility rules, elections and carrier feeds. Many HR suites include a benefits module, so the line blurs, but the depth differs.

How much does benefits administration software cost?

It depends on who pays.

Do I need a broker to use benefits administration software?

Not always, but many platforms are sold through brokers. Employee Navigator and Selerix both describe broker programs, and the employer often logs into a system the broker pays for. Rippling, BambooHR and Namely sell directly to employers.

How long does implementation take before open enrollment?

Vendors rarely publish timelines, and we do not quote any. What drives the schedule is plan build, carrier connection setup and testing with real elections.

Can benefits administration software handle ACA reporting and COBRA?

Most dedicated platforms do, sometimes as a separate service. Employee Navigator lists ACA reporting with 1094 and 1095 forms, noting that additional fees apply.

Is a PEO a substitute for benefits administration software?

A PEO is a different arrangement. It becomes the co-employer, pools your staff into its group health plans, and runs payroll and compliance with the benefits.

What should I ask about carrier integrations?

Ask for the list of your own carriers and, for each, whether the connection is live EDI, an API, or a file you upload.

Can a multinational company use these tools for benefits outside the United States?

Few of them are built for it. Most vendors here center on US group insurance, ACA and COBRA.

What happens to our enrollment data if we switch vendors?

You should receive elections, dependents, beneficiaries, life-event history and deduction records in a documented file format. Many contracts promise this only on request and at a fee.

Which tools suit a company under 100 employees?

Under 100 employees, the HR-suite modules are usually the better economics: BambooHR, Rippling, Namely and TriNet Zenefits fold benefits into a system you probably use anyway. Employee Navigator can still be the answer if your broker already runs it.
