Best PEO Services in 2026

The short answer

  1. #1 Axcet HR: Regional PEO with per-head pricing and a stated range. Best for: Kansas and Missouri employers wanting a fixed per-head fee.
  2. #2 Justworks: PEO and payroll with published per-employee plan prices. Best for: Small teams that want a price before a call.
  3. #3 Engage PEO: Florida-based PEO staffed with attorney HR consultants. Best for: Employers who expect employment-law questions.

Visibility in this ranking can be paid for. Payment gives a vendor more visibility, higher up on the review pages; it never adds a vendor, and it never changes a word of the review. The largest vendors in PEO services cannot hold places 1 to 3. Places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them; the established names follow from place 4 in their ranked order. How it works: placement disclosure · editorial process.

#1 Axcet HR

Regional PEO with per-head pricing and a stated range · United States · axcethr.com

Per-head pricing Regional Published range

Axcet answers the question most PEOs dodge before a sales call. Its cost page says it bills per employee per month and does not offer a percentage-of-payroll model, so a raise or bonus does not change the fee, and it puts the administrative range at about $40 to $200 per head.

  • Pricing: Per employee / month. Administrative fee per employee per month, stated on its cost page as roughly $40 to $200 depending on size, benefits mix, compliance load and workers' compensation exposure. Free plan: none.
  • Best for: Kansas and Missouri employers wanting a fixed per-head fee
  • Strengths: PEO co-employment; Payroll and payroll tax; Benefits administration.

Where it falls short

The range is wide and Axcet says the real figure moves with benefits selections and workers' compensation exposure, so a quote is still required.

Wrong for

A company with employees in many states or a mostly remote team that wants one national platform.

#2 Justworks

PEO and payroll with published per-employee plan prices · United States · justworks.com

Published price Two PEO tiers Self-serve

Justworks sells the PEO the way a software company sells seats. The pricing page, as summarized from a search of justworks.com, lists PEO Basic at $79 and PEO Plus at $124 per employee per month with no base fee, and Plus adds medical, dental and vision administration along with HSA and FSA accounts.

  • Pricing: Per employee / month. PEO Basic is listed at $79 per employee per month and PEO Plus at $124, no base fee. Free plan: none.
  • Best for: Small teams that want a price before a call
  • Strengths: PEO co-employment; Payroll; Benefits administration.

Where it falls short

Part-time staff working 29 hours or fewer a week are billed $79 per person yet are not benefit-eligible on either plan, which stings for retail or restaurant payrolls.

Wrong for

A business with many part-timers or high-risk trades, where the per-head fee and the carrier approval step can both bite.

#3 Engage PEO

Florida-based PEO staffed with attorney HR consultants · United States · engagepeo.com

Attorney consultants Multi-state Florida HQ

Engage's distinguishing claim is who answers the phone. Its homepage says clients get HR consultants who are licensed employment attorneys, which changes the quality of advice on accommodation requests, misclassification worries and write-ups that might end in a claim.

  • Pricing: Quote only. Quote only; the site lists services across payroll, HR, benefits and risk and publishes no fee. Free plan: none.
  • Best for: Employers who expect employment-law questions
  • Strengths: PEO co-employment; HR consulting; Payroll and tax administration.

Where it falls short

No price, plan list or minimum is published, so cost comparison starts only after a sales call. The attorney-consultant model is described on the homepage but not backed with response-time figures I could check.

Wrong for

A buyer who wants to compare PEO fees on a spreadsheet before any conversation.

#4 DecisionHR

Risk-focused PEO from St. Petersburg, Florida · United States · decisionhr.com

Risk management Workers' comp Flexible benefits

DecisionHR leads its homepage with risk, not software. The company says it has operated since 1996 from St. Petersburg, Florida and names workers' compensation and employment practices liability insurance among its core services, alongside I-9 handling and worksite posters. Its Benefits Your Way program lets an employer pick from a menu that includes group medical, dental, vision, 401(k), life and disability.

  • Pricing: Quote only. Quote only; no fee schedule is shown on the site. Free plan: none.
  • Best for: Companies where claims cost drives the decision
  • Strengths: PEO co-employment; Payroll and tax filing; Workers' compensation.

Where it falls short

The homepage is thin on product detail: no screenshots of the employee app, no states list and no pricing. Testimonials are shown by first name and initial, which gives little to verify.

Wrong for

A software-first team that expects open APIs and an app experience as good as a standalone HRIS.

#5 ExtensisHR

New Jersey PEO with a premium tier and a schools edition · United States · extensishr.com

Tiered PEO Schools edition NJ headquarters

ExtensisHR was founded in 1997 by Richard Augustyn and still sells to small and mid-sized employers, with separate pages for startups, 10 to 100 employees and 101 or more. It offers PEO Premier as its most comprehensive tier and a PEO for Schools edition, SchoolCloud, for charter, private and parochial schools, which is rare among generalist PEOs.

  • Pricing: Quote only. Quote only; ExtensisHR advertises a referral reward of up to $18,750 but posts no service fee. Free plan: none.
  • Best for: Companies of 10 to 100 or 101+ staff
  • Strengths: PEO co-employment; PEO Premier; PEO for Schools.

Where it falls short

Nothing about price is published, and the large referral reward at the top of the site hints that selling is relationship-driven.

Wrong for

A buyer who needs a fee schedule or a feature matrix before engaging.

#6 BBSI (Barrett Business Services)

Branch-based PEO with custom rates by risk profile · United States · bbsi.com

Local branches Public company Risk-based rates

BBSI differs from most PEOs by staffing 50 or more local branches, each pairing business owners with a nearby expert. Its pricing page describes custom rate development from operations, workforce make-up and risk profile, with the rate adjusted as headcount or roles change.

  • Pricing: Quote only. Custom rate development: price is set from operations, workforce make-up and risk profile; no list price. Free plan: none.
  • Best for: Trades and service firms wanting a local branch
  • Strengths: PEO co-employment; myBBSI HRIS platform; Payroll and HR portal.

Where it falls short

Price is entirely quote-based, and since the rate depends on risk profile, two businesses cannot compare notes. The branch model suits a single region and is less natural for a distributed team.

Wrong for

A software company with remote staff in many states that mostly wants benefits and payroll.

#7 G&A Partners

Houston PEO that also sells ASO and HCM options · United States · gnapartners.com

PEO and ASO 50 states Houston HQ

G&A Partners lays its service choices out as PEO for full-service HR, ASO for a la carte HR and HCM for software plus support, with a comparison page between them. That matters because many small companies assume a PEO is the only way to outsource HR.

  • Pricing: Quote only. Quote only; the site compares PEO, ASO and HCM service levels but shows no fees. Free plan: none.
  • Best for: Employers unsure they want co-employment
  • Strengths: PEO co-employment; ASO a la carte HR; HCM software with support.

Where it falls short

No fee or minimum is shown, so the PEO, ASO and HCM options can be compared in function but not in cost. The nav is crowded with sub-services and the pages I read give few specifics on states where insurance carriers or health plans differ.

Wrong for

A buyer who wants a single predictable per-head price from a website.

#8 CoAd

CoAdvantage and PrimePay combined, PEO plus payroll · United States · coadvantage.com

Unbundled PEO Payroll pricing Merger

CoAd is what remains after CoAdvantage and PrimePay joined; the site says PrimePay is now CoAd Pay and announces that PEO services are being unbundled.

  • Pricing: Quote only. PEO is quote only; payroll plans are posted at $55 per month plus $5 per employee (Base) and $85 plus $6 (Pro). Free plan: none.
  • Best for: Florida-linked firms that may want payroll only
  • Strengths: PEO co-employment; Payroll processing; HR compliance.

Where it falls short

The PEO has no published price, and the posted figures apply to payroll only, so they say little about co-employment cost. A recent merger and rebrand means logins, contracts and support routes may be in transition.

Wrong for

A buyer who needs a settled, long-established PEO platform with no integration risk this year.

Visit CoAd →

#9 Rippling PEO

PEO built onto an HR, IT and finance platform · United States · rippling.com

Platform-first Modular Exit path

Rippling's PEO page says new hires, raises and benefit changes flow straight into payroll without re-entry, because the PEO sits on the same employee record as the HR, IT and finance modules.

  • Pricing: Quote only. Quote only on the PEO page; Rippling's platform pricing is modular and requires a conversation. Free plan: none.
  • Best for: Tech-leaning small businesses already on Rippling
  • Strengths: PEO co-employment; Payroll on the HR record; Medical, dental, vision.

Where it falls short

Rippling's pricing is not shown on the PEO page, and the platform's modular design makes a total cost hard to estimate before a call.

Wrong for

A shop that wants a human HR team more than a platform, with someone to call about every delicate employee issue.

Visit Rippling PEO →

#10 VensureHR

Large HR group with PEO, HCM and global services · United States · vensure.com

Large scale Global EOR Many verticals

Since 2004 VensureHR has grown into a group serving, by its own count, over 161,000 businesses and more than 1.24 million worksite employees, with $158 billion in payroll processed.

  • Pricing: Quote only. Quote only; no fee schedule on the pages read. Free plan: none.
  • Best for: Mid-sized employers wanting one vendor for US PEO and abroad
  • Strengths: PEO services; HCM solutions; Global payroll.

Where it falls short

The number of solution pages makes it hard to see what a small business would actually get. Prices are not shown.

Wrong for

A ten-person company that wants a named person who knows the account.

Visit VensureHR →

#11 TriNet

Public PEO with industry-specialized HR experts · United States · trinet.com

Certified PEO Public company Industry focus

TriNet was incorporated in 1988, has held ESAC accreditation since 1995, and a subsidiary is classified by the IRS as a Certified Professional Employer Organization. The site says it processed about $70 billion in payroll in 2025 and serves more than 22,000 businesses.

  • Pricing: Quote only. Quote only; the site offers a savings calculator but no rate card. Free plan: none.
  • Best for: Venture-backed and professional-services companies
  • Strengths: PEO co-employment; HR Plus outsourced HR; HR Platform (TriNet Zenefits).

Where it falls short

No rate card is posted, and the PEO and HR Plus tracks sign in through separate logins, which hints that a move between them is more than a setting change. The Forrester figures are commissioned by TriNet.

Wrong for

A very small team that wants posted fees.

Visit TriNet →

#12 Paychex PEO

PEO from a national payroll company · United States · paychex.com

Payroll heritage Scale Oasis clients

Paychex says it has 30 years of PEO experience and more than 2.5 million worksite employees. The PEO page shows an Oasis clients support line and the Oasis site now reads Oasis Is Now Paychex HR, so the former Oasis business sits under the Paychex name, and the site also lists the Paycor acquisition.

  • Pricing: Quote only. Quote only; the site shows a savings calculator and a promotional free-months offer, not a fee schedule. Free plan: none.
  • Best for: Companies already on Paychex payroll
  • Strengths: PEO co-employment; Payroll; Benefits administration.

Where it falls short

The service model scales by size: a client advocate is available for companies with 10 or more employees, a relationship manager comes at 200 or more, and companies with fewer than 10 get an HR business partner.

Wrong for

A startup that wants a flat per-head price shown online.

What this category is

A PEO, or professional employer organization, is a US company that enters a co-employment relationship with a business. The PEO reports wages under its own tax identity, runs payroll, offers pooled health and retirement benefits, carries workers' compensation, and gives HR and compliance support, while the client keeps control of hiring, pay and daily management.

How we ranked these

Five tests, applied to every product. The order is not the tests alone: places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them, and the established names follow from place 4 in their ranked order.

  • Setup: Moving your people onto someone else's tax filings.
  • The real price: Per-head fee plus the insurance underneath.
  • Getting your data out: Leaving a co-employer mid-year.
  • Independence from the vendor: Who really holds the policies.
  • Who it's for: Headcount, risk class and how much HR you want.

What the data says about this market

Every one of the twelve providers in this ranking is headquartered in the United States, which reflects the nature of the product: a PEO exists because American law lets a company take on employer duties for tax, insurance and benefits at the state and federal level. Only two of the twelve show a PEO price or range on their own sites, Justworks with two per-head tiers and Axcet with a range of about $40 to $200 per employee per month. None of the twelve offers a free plan. CoAd posts payroll prices but keeps the PEO fee private.

How to choose

  1. Price the whole bill, not the admin fee. Ask three providers for a written all-in estimate for your actual roster: names, states, job titles, class codes, and which employees are part-time.
  2. Interrogate the credentials and the contract. Check whether the PEO is an IRS Certified PEO and whether it holds ESAC accreditation, then read the client service agreement for the termination clause.
  3. Test the service with your real questions. Pick three questions from the last year: a leave request, a termination, a wage claim, a mid-year hire in a new state.

Questions and answers

What is the best PEO service in 2026?

Axcet HR ranks first of 12, best for kansas and Missouri employers wanting a fixed per-head fee. Justworks is second (small teams that want a price before a call) and Engage PEO third (employers who expect employment-law questions). Places 1 to 3 go to challengers, vendors outside the best-known brands, wherever the category has them.

What does PEO co-employment actually mean?

Co-employment splits the employer role. The PEO becomes the employer of record for payroll, tax filing, workers' compensation and benefit plans, usually reporting wages under its own tax identity.

How much does a PEO cost per employee?

The published numbers are few. Justworks lists $79 per employee per month for PEO Basic and $124 for PEO Plus, and Axcet puts its administrative range at about $40 to $200. Those cover the service fee only.

Is a PEO the same as an employer of record?

No. A PEO co-employs people in the United States alongside you, while an employer of record legally employs workers in a country where you have no entity, typically abroad. A few vendors, such as VensureHR, sell both.

What is the difference between a PEO and an ASO?

An administrative services organization sells HR, payroll and compliance help without co-employing your staff. Payroll runs under your own tax ID, and you keep your own insurance and benefit plans.

Is a PEO worth it for a company with fewer than ten employees?

Sometimes. Under ten people the main draw is access to group health plans and a single bill for payroll, benefits and workers' compensation, not HR depth.

What is an IRS Certified PEO and does it matter?

Certified Professional Employer Organization is a status granted by the IRS under a voluntary program. A CPEO takes responsibility for federal employment taxes on wages it pays to worksite employees, which reduces the client's exposure if a payroll problem occurs.

Can I leave a PEO in the middle of the year?

Yes, though you should plan it. The final-wage reporting is the complication, because wages paid before the exit were filed under the PEO's tax identity.

Do PEOs handle workers' compensation?

Most do, usually under a master policy that covers all clients, with premiums set by your class codes, payroll and claims history. BBSI says its pricing is developed from operations, workforce make-up and risk profile.

Which PEOs publish their prices?

Only a few. Justworks lists PEO Basic at $79 and PEO Plus at $124 per employee per month with no base fee, and Axcet describes about $40 to $200 as its administrative range.

How do I switch from one PEO to another?

Plan it around a quarter boundary and start sixty days ahead. The new PEO needs census data, payroll history, benefit and 401(k) details and workers' compensation loss runs.
