Buyers look past Justworks when a per-head fee that excludes premiums is not the whole question, when they want a named local team or attorney-level HR advice, or when they want exit options that keep the software. Most compare Axcet HR and Rippling PEO first, then BBSI, CoAd and Engage.
Visibility in our rankings can be paid for. Payment moves a vendor's position within
the shortlist; it never adds a vendor, and it never changes a word of the review or of this page. The first three alternatives
go to challengers, vendors outside the best-known brands in a category, wherever the category has them; the
established names follow in their ranked order. How it works:

What each alternative does differently
1. Axcet HR
United States
Bills per employee per month only and states on its cost page that it does not offer percentage-of-payroll pricing, so raises and bonuses leave the fee unchanged. It publishes an approximate administrative range, and notes that onboarding fees, benefits and workers' compensation sit on top. Service comes from named consultants, not a call queue.
Switch from Justworks if you want a fixed per-head model with a stated range and a named consultant.

2. Rippling PEO
United States
Runs the PEO on the same employee record as its HR, IT and finance modules, so a hire or raise reaches payroll without re-entry. Its FAQ says an employer can later leave the PEO and keep the platform, data and logins. Rippling also sells an in-house employer of record product for hires abroad.
Switch from Justworks if you want the PEO on one platform and a way to leave it without a new system.

Sells payroll alone from a posted plan sheet, month to month with no cancellation fee on Base and Pro, and a co-employment PEO by quote. PrimePay was renamed CoAd Pay after the merger. That ladder lets a company step down from PEO to software-led payroll inside one vendor relationship.
Switch from Justworks if you might want payroll-only plans with posted prices as a fallback to co-employment.

4. BBSI (Barrett Business Services)
United States
Prices from your X-Mod, claims history, job classifications and headcount mix instead of a flat tier, and says the rate can move as roles change. Service runs through local branches, and the company dates to 1951 as a staffing firm. ESAC accreditation and SOC 1 certification are listed.
Switch from Justworks if your payroll carries physical risk and you want pricing built on your claims history.

5. Engage PEO
United States
Staffs HR consulting with licensed employment attorneys, which moves the advice from policy lookup toward legal judgment on terminations and accommodations. The site describes payroll, ACA benefits, multi-state guidance and an integrated platform, and publishes no plan list or prices. Expect a sales conversation before any numbers.
Switch from Justworks if you expect disputes or accommodation cases and want attorneys answering HR questions.

6. DecisionHR
United States
Opens with workers' compensation and employment practices liability cover, then a benefits menu called Benefits Your Way and I-9 and poster compliance. It mentions online payroll and custom reports but shows no app screens, integrations or prices. Day-to-day questions go to Client Experience representatives.
Switch from Justworks if insurance and claims handling matter more to you than the employee app.

7. ExtensisHR
United States
Splits its pitch by company size and offers PEO Premier, a managed concierge tier, plus SchoolCloud for charter, private and parochial schools. A Work Anywhere app covers HR tasks for distributed staff. It lists ESAC accreditation and early IRS-certified status, with a New Jersey service center.
Switch from Justworks if you run a school or want a concierge tier above the standard PEO.

8. G&A Partners
United States
Lays three service levels on one comparison page: PEO for full-service HR, ASO for a la carte HR and HCM for software plus support. Pages are split by headcount bands, from zero to ten employees up to 100 or more. It describes itself as a certified PEO serving all 50 states.
Switch from Justworks if you are unsure a full PEO is needed and want a la carte HR as an option.

9. VensureHR
United States
Pairs a US PEO with Vensure Global, whose employer of record service covers 175 or more countries in three tiers, from you finding the talent to Vensure finding and managing it. That helps when a US payroll also has overseas hires. Rates are by quote, and the site lists many sub-brands.
Switch from Justworks if some of your hires sit outside the US and you want one vendor for both.
Vendor website → · Detailed VensureHR write-up
Sells a full PEO next to HR Plus, a lighter track for growing teams, and an HR Platform also known as TriNet Zenefits. It reports ESAC accreditation since 1995 and a founding year of 1988, and cites 22,000 or more businesses across PEO and HR Plus together. Fees are by quote.
Switch from Justworks if you want a PEO and a lighter HR track from the same established vendor.

11. Paychex PEO
United States
Assigns each PEO account a client advocate and an HR business partner, plus a safety specialist for clients on its master workers' compensation policy. Payroll, time and retirement sit in the same Paychex relationship, and the site lists the Paycor acquisition. A savings calculator is the only price signal.
Switch from Justworks if you already run payroll or retirement plans with Paychex and want one vendor.

Questions and answers
Can I leave Justworks mid-year?
Usually yes, but your agreement sets the notice period, so read it before talking to a new provider. Axcet's guide says many PEO contracts require 30 or 60 days' notice.
Will I have to replace my payroll software when I leave a PEO?
Often yes, because the PEO's system ends with the contract. Rippling says its PEO can be left without replacing the underlying system, and CoAd sells payroll on its own, so those two are the exceptions to ask about.
What data should I request before I leave?
Ask for employee records, year-to-date payroll and tax totals, and workers' compensation claims history. The PEO holds these records, so the new provider will need them to continue tax filings and to quote your risk.
Is a per-employee fee always cheaper than a percentage of payroll?
Not necessarily. Axcet states that its per-head fee does not move with raises or bonuses, while a payroll percentage rises with them. The total also includes premiums, taxes and onboarding fees, so compare full quotes, not fees alone.
Is there a PEO alternative without co-employment?
Yes. G&A Partners sells an a la carte ASO tier, TriNet sells HR Plus and CoAd sells payroll-only plans. These give you software or advice while you keep employer responsibilities, which suits teams that only want part of the PEO bundle.
Which alternatives support hires outside the US?
Vensure and Rippling both sell an employer of record product for other countries. Vensure Global lists 175 or more countries on its own page. The other providers' pages we read do not describe international employment, so ask before you plan an overseas hire.
