ServiceNow ITSM alternatives: 11 compared

Teams look past ServiceNow ITSM when they want a published per-agent price, a faster rollout, or a tool sized for an IT team of tens rather than hundreds. Most go to Freshservice or Jira Service Management for a published price, and to Halo ITSM or TOPdesk for all-in-one service management.

Short answer: The closest replacements for ServiceNow ITSM in our ITSM software ranking are Freshservice, Jira Service Management and Halo ITSM. Choose Freshservice if you want published per-agent tiers and a trial before any sales call. All 11 alternatives below are ranked products from Best ITSM Software in 2026, and each says where it differs from ServiceNow ITSM and when ServiceNow ITSM is still the better choice.

Visibility in our rankings can be paid for. Payment moves a vendor's position within the shortlist; it never adds a vendor, and it never changes a word of the review or of this page. How it works: placement disclosure · editorial process.

ServiceNow ITSM at a glance

  • Headquarters: United States
  • Pricing model: Quote only
  • Pricing: Quote-only annual contracts, typically licensed per named or concurrent user with pricing scaling by module count and platform add-ons; ServiceNow does not publish list prices and requires a sales-led evaluation.
  • Free option: None
  • Built for: Large enterprises running a formal, multi-discipline ITIL practice
  • Wrong for: Any IT team without a multi-quarter budget and implementation capacity, or without a genuine need for the Now Platform's broader scope, will overpay significantly relative to what Freshservice, HaloITSM or TOPdesk deliver for a typical mid-market need.
  • Place in our ranking: #4 of 12

Why buyers look past ServiceNow ITSM

  1. The price exists only as a quote

ServiceNow's ITSM pricing page offers three packages, Foundation, Advanced and Prime, and a button for a custom quote. It lists no per-user or per-agent figure. A team cannot compare it with a published price before it has spoken to sales.

  2. Change and problem management sit above the entry package

Foundation covers the service catalog, request and incident management, asset management with CMDB, and Virtual Agent. Change, problem and major incident management arrive with Advanced. Buyers who need ITIL change control from day one are in the middle tier.

  3. AI is bundled into every tier

Each ITSM package lists Now Assist and Moveworks as included components, and Prime adds AI specialists. AI is part of what you pay for and cannot be dropped. A team that wants plain ticketing may find the package larger than its need.

When ServiceNow ITSM is still the right choice

Stay with ServiceNow if you run one platform for IT, HR and other departments and your processes already live in it. Its ITSM packages bundle service catalog, incident, change, problem and CMDB, and it sells Moveworks and AI agents within the same tiers. For a large estate with workflow built on the platform, a cheaper ticketing tool rarely replaces what you built.

What to expect when you switch from ServiceNow ITSM

  1. Decide what history you must keep

Tickets, knowledge articles and CMDB records do not move automatically between tools. Decide per record type what must be kept for audit or SLA reporting, and what can be archived in a spreadsheet or a read-only instance.

  2. Rebuild the catalog and the approval flows

The service catalog, change approvals and automations are built on ServiceNow's workflow layer and have no direct copy into another tool. List each flow, then recreate the top ones first and retire the rest.

  3. Run both systems in parallel for one team

Move one team's incidents first, keep change management in ServiceNow until the new tool handles approvals, and cut over by service area. Check your ServiceNow contract for the notice period before you set a date.

Questions and answers

How much does ServiceNow ITSM cost?

ServiceNow does not publish a price. Its ITSM pricing page lists Foundation, Advanced and Prime packages and a Get Custom Quote button. Alternatives such as Freshservice ($19 to $99 per agent per month) and SolarWinds ($39 to $124 per technician) publish theirs.

Which ServiceNow package includes change management?

Advanced. The pricing page lists change management, problem management, and major incident and on-call management under ITSM Advanced, on top of Foundation. Foundation covers the service catalog, incident management, asset management with CMDB, and Virtual Agent.

Is there a free ITSM tool if I leave ServiceNow?

Yes, at small scale. Jira Service Management has a free tier, and ManageEngine ServiceDesk Plus has a free Standard edition for up to five technicians. Both are limited, so check the agent and feature caps before you rely on them.

Can I host an ITSM tool myself after ServiceNow?

Yes. Halo ITSM is offered as cloud or on-premises, ManageEngine ServiceDesk Plus lists an on-premises edition, and Ivanti supports cloud, on-premises and hybrid deployment. Self-hosting trades subscription cost for admin work and upgrades.

Will an alternative include AI like Now Assist?

Several do. Freshservice sells Freddy AI Copilot as a $29 add-on, SysAid includes unlimited AI use in its Professional plan, and Halo lists Halo AI at its single price. ServiceNow bundles Now Assist into its packages.

What does ServiceNow's CMDB become after a move?

It becomes a data export and rebuild. Foundation includes asset management with CMDB, and tools such as Halo, TOPdesk and SolarWinds list CMDB or asset features of their own. Plan the mapping of configuration item classes before you import.
