Jira Service Management alternatives: 11 compared

Teams look past Jira Service Management when the plan ladder gates change and problem management, when Atlassian Guard or Assets add cost, or when they are not an engineering shop and want a plainer ITSM product. Most go to Freshservice or HaloITSM for a like-for-like desk, and to ManageEngine or SolarWinds for cheaper change management.

Short answer: The closest replacements for Jira Service Management in our ITSM software ranking are Freshservice, Halo ITSM and ManageEngine ServiceDesk Plus. Choose Freshservice if you want a conventional ITSM product with published tiers and no engineering platform behind it. All 11 alternatives below are ranked products from Best ITSM Software in 2026, and each says where it differs from Jira Service Management and when Jira Service Management is still the better choice.

Visibility in our rankings can be paid for. Payment moves a vendor's position within the shortlist; it never adds a vendor, and it never changes a word of the review or of this page. The first three alternatives go to challengers, vendors outside the best-known brands in a category, wherever the category has them; the established names follow in their ranked order. Facts from our ITSM software ranking, last checked October 23, 2026.

Why buyers look past Jira Service Management

  1. Change management starts on Premium

Atlassian's pricing page lists change management, advanced incident and problem management and the virtual service agent on Premium, at $55.28 per agent a month on monthly billing. Standard, at $21.50, adds assets and Rovo. A team that needs change approval pays the top published price for every agent.

  2. Security and storage sit on the edges of the plan

SAML single sign-on needs an Atlassian Guard subscription below Enterprise. Assets includes 5,000 objects on Standard and 50,000 on Premium, then $0.02 per object a month. Automation is metered in steps per user, from 3,000 on Standard to 6,500 on Premium.

  3. Self-managed Jira has an end date

Atlassian's migration page puts Data Center end of life in 2029, with extensions beyond March 28, 2029 granted by exception. Teams running Jira Service Management on their own servers face a move to cloud or to another product, which is a natural time to compare.

6. Zendesk ITSM

Zendesk's support-desk platform extended for internal IT service management · United States

Comes from a customer service product, so employee service is a separate Employee Service Suite that is trialed for 14 days at the Professional level. Enterprise Service plans usually need a sales conversation. We could not verify IT-specific change or CMDB features on a Zendesk page.

Switch from Jira Service Management if your support desk already runs on Zendesk and IT should share it.

Pricing: IT service management runs on Zendesk Suite plans priced per agent per month, billed annually, with native hardware asset management (500 assets included) from the Suite Growth plan up and a Copilot AI add-on; a 14-day free trial is available, with no permanent free plan. (free trial)

9. ServiceNow ITSM

Enterprise ITSM at the core of the Now Platform · United States

A large enterprise platform with a sales-led purchase. We could not load ServiceNow's own pages during this check, so we state no price or package here. Expect an implementation project, which is a heavier commitment than activating a Jira Service Management project in minutes.

Switch from Jira Service Management if you run formal ITIL practice at enterprise scale and can fund a longer implementation.

Pricing: Quote-only annual contracts, typically licensed per named or concurrent user with pricing scaling by module count and platform add-ons; ServiceNow does not publish list prices and requires a sales-led evaluation. (none)

11. Atera

ITSM with built-in RMM, priced per technician rather than per device · Israel

Pairs ticketing with remote monitoring and management, so it fits teams that look after client devices more than employee requests. Its pricing page blocked our automated check, so verify the technician price and trial on the vendor site. It is a different shape of product from Jira.

Switch from Jira Service Management if you are a managed service provider or small IT team that needs remote device management with ticketing.

Pricing: Flat-rate plans priced per technician per month regardless of the number of managed devices, covering ticketing, remote monitoring and management (RMM) and patch management in the same subscription; a free trial is available. (free trial)

When Jira Service Management is still the right choice

Jira Service Management is the right choice when incidents and changes have to link to Jira engineering work, when you want a free plan for three agents with alerts and on-call, or when Atlassian is already your system of work. Customers are unlicensed, so only agents count. If those hold, a move gains little.

What to expect when you switch from Jira Service Management

  1. Back up what the export leaves out

Atlassian's export documentation says backups exclude automation flows, third-party apps, Assets, and features powered by Opsgenie such as alerts and on-call schedules. Export automation flows by hand and extract Assets objects separately. Backups with attachments are limited to one every 48 hours.

  2. Read the renewal terms before you decide

The Atlassian Customer Agreement renews a term of 12 months or more for another 12 months at the then current rates, unless either party gives notice before the end of the term. Notice is given through account settings or support. New orders can be refunded within 30 days.

  3. Plan for approval history and queues

Change approvals, SLA configuration and request types live in Jira workflows and service projects. Check how the new product imports closed tickets, and keep read access to the old site for audit evidence until the new one holds the same records.

Questions and answers

Can I export my data from Jira Service Management?

Yes, through the backup manager and the REST API, with exceptions. The export documentation lists work items, comments, users, attachments and configuration, and excludes automation flows, Assets and Opsgenie-powered alerts and on-call. Atlassian recommends staying under 25 GB of total data.

How do I cancel Jira Service Management?

Give notice of non-renewal before the term ends, through account settings or Atlassian support. The customer agreement renews terms of 12 months or more for another 12 months at then current rates. Cancellation within 30 days of the first order can be refunded.

What happens to my data after I leave?

Your rights to use the product end, and the agreement says Atlassian will delete Customer Data following expiration or termination, as the documentation describes. We did not find a fixed retention period on the pages we checked, so export before the term ends.

Is there a free plan I can move to instead?

Yes. Atlassian lists a Free plan for up to three agents with 2 GB of storage, and ManageEngine lists a free Standard edition for up to five technicians. Both are limited: Jira's Free plan has no change management, and ManageEngine's covers the service desk only.

Which alternatives include change management in the entry plan?

SolarWinds lists change management and a CMDB in its $39 Essentials plan. SysAid lists change and problem management in its single Professional plan, and HaloITSM includes every module in one price. Jira and Freshservice keep change for their top paid tiers.

Is Jira Service Management cheaper than Freshservice?

At the entry level yes, because Atlassian offers a free plan and Standard at $21.50 against Freshservice Starter at $19 billed annually. For change management, Premium at $55.28 monthly compares with Freshservice Pro at $99 billed annually. Billing cycles differ, so compare like with like.
