Where they differ
Data ownership and location
Matomo On-Premise puts the data on your own server, and Matomo Cloud stores it in Frankfurt, Germany, according to its pricing page. Google Analytics keeps measurement inside a Google-controlled product that also feeds Google's ad business. On ownership, Matomo wins clearly.

EU compliance posture
Several EU data protection authorities have found specific Google Analytics configurations non-compliant with GDPR, and responsible use in the EU typically needs a consent banner and careful setup. Matomo offers IP anonymization and a cookieless tracking mode. We are not giving legal advice, and either tool still needs a lawful setup.

Maintenance burden
Google runs everything. Self-hosted Matomo means owning uptime, MySQL performance at scale and upgrades, a cost small teams underestimate. Matomo Cloud removes that, at a price. A team with no technical help is better served by Google or Matomo Cloud.

Raw data and advertising integration
Google Analytics standard exports up to 1 million events a day to BigQuery and ties directly to Google Ads and Search Console. Standard properties also cap explorations at 10M events per query. Matomo offers a raw data export and API plus Google Analytics import, but nothing equal to Google's ad integration. Whoever advertises on Google will find GA stronger here.

When neither fits
Neither fits a product team that needs deep funnel and retention analysis of logged-in user behavior, where Matomo's event model is shallow and GA4 is clumsy. Mixpanel and Amplitude are built for that, and PostHog adds self-hosting.

Matomo says Cloud-hosted data is stored in Frankfurt, Germany. On-Premise data lives wherever you host it.
